Abstract

Provinsi Banten merupakan salah satu Provinsi di Indonesia yang memiliki potensi cukup besar dalam hal pengembangan sektor pariwisata dan ekonomi, hal tersebut didasari oleh diterbitkannya Peraturan Pemerintah Nomor 26 Tahun 2012, yaitu ditetapkannya Kawasan Ekonomi Khusus (KEK) Tanjung Lesung di Pandeglang Provinsi Banten, dengan penetapan tersebut diharapkan oleh Pemerintah kedepannya dapat menunjang percepatan dan perluasan pembangunan ekonomi nasioanal.
Namun hal tersebut tidak didukung oleh aksesibilitas jalan tol yang mencukupi di Provinsi Banten, dikarenakan belum adanya akses jalan tol khususnya yang menguhubungkan Provinsi Banten bagian utara (Kota Serang, Kota Cilegon, dll) menuju bagian selatan (Kabupaten Pandeglang dan Kabupaten Lebak) berdasarkan hal tersebut maka dirumuskanlah perancangan pembangunan Jalan Tol Serang-Panimbang di Provinsi Banten, yang diharapkan kedepannya dapat meningkatkan aksesibilitas jalan tol di Provinsi Banten dan memotong waktu tempuh dari Kota Serang menuju Kawasan Ekonomi Khusus Tanjung Lesung Kabupaten Pandeglang (Kecamatan Panimbang) yang dimana sebelum adanya jalan tol, dengan jarak kurang lebih 90 km ditempuh dalam waktu 3 sampai 4 jam.
Pada Tugas Akhir ini akan dibahas mengenai analisa perancangan geometrik jalan dan perkerasan jalan pada Jalan Tol Serang-Panimbang Seksi II (Ruas Rangkasbitung-Cileles) dengan menggunakan Peraturan Bina Marga untuk Perancangan Geometrik Jalan Bebas Hambatan tahun 2009, Manual Desain Perkerasan (MDP) tahun 2017 Kementrian Pekerjaan Umum Direktorat Jenderal Bina Marga, dan Harga Satuan Pokok Kegiatan (HSPK) Kota Surabaya tahun 2020.
Berdasarkan hasil analisa dan perhitungan didapatkan total panjang jalan tol sepanjang 22,194 km, dengan konfigurasi jalan 4/2 D (empat lajur dua arah terbagi), memiliki jumlah tikungan sebanyak 11 PI dan lengkung vertikal sebanyak 30 PVI. Selanjutnya untuk tebal perkerasan kaku didapatkan 305 mm untuk badan jalan dan 285 mm untuk bahu jalan, lalu selanjutnya didapatkan lapisan kedua yaitu lapisan Lean Mix Concrete dengan tebal 100 mm, lapisan drainase dengan tebal 150 mm, dan lapisan stabilisasi semen dengan tebal 300 mm. Perhitungan dimensi saluran drainase didapatkan 3 tipe ukuran dengan bentuk trapesium, tipe 1 memiliki lebar 0,8 m dan tinggi 0,5 m, tipe 2 memiliki lebar 0,8 m dan tinggi 0,8 m, tipe 3 memiliki lebar 0,8 m dan tinggi 1m. Selanjutnya untuk analisa perhitungan total rencana anggaran biaya didapatkan biaya sebesar Rp1.232.106.984.285,49

Banten Province is one of the many provinces in Indonesia, that has great enough potential in terms of developing tourism and economy sectors, that statement is made based on the published of Governement Regulation number 26 of 2012, namely the establishment of the Tanjung Lesung Special Economic Zone in Pandeglang, Banten Province, with the stipulation of it is, hoped that the Government in the future can support the acceleration and expansion of national economic development.
However, this is not supported by sufficient toll road accessibility in Banten Province, due to the lack of access to toll roads, especially those connecting northern Banten Province (Serang City, Cilegon City, etc.) to the southern part (Pandeglang Regency and Lebak Regency) based on those statement, then a plan for the construction of the Serang-Panimbang Toll Road in Banten Province was formulated, which is expected to improve the accessibility of toll roads in Banten Province in the future and reduce the travel time from Serang City to the Tanjung Lesung Special Economic Zone, Pandeglang Regency (Panimbang District), where before the toll road existed, with a distance of approximately 90 km taken up to 3 to 4 hours.
In this Final Project will discuss the stages of road geometric planning and pavement planning on the Serang-Panimbang Toll Road Section II (Rangkasbitung-Cileles Section) using the Bina Marga Regulation for Geometric Planning of Freeway Roads of 2009, Pavement Design Manual of 2017, the Ministry of Public Works, Directorate General of Highways, and the Price of Main Activity Unit in Banten Province of 2017. In addition to the planning stages, it will also discuss the appropriate methodological planning for the work of the final final project in the future, so that it is hoped that the solution to the problem formulation in the final project will be discussed and can be answered later in accordance with the expected results.
Based on the results of the analysis and calculations, the total length of the toll road is 22,194 km, with a 4/2 D road configuration (four divided two-way lanes), has 11 PI bends and 30 PVI vertical curves. Furthermore, for the rigid pavement thickness, 305 mm was obtained for the road body and 285 mm for the road shoulder, then the second layer was obtained, namely the Lean Mix Concrete layer with a thickness of 100 mm, a drainage layer with a thickness of 150 mm, and a cement stabilization layer with a thickness of 300 mm. Calculation of the dimensions of the drainage channel obtained 4 types of sizes with a trapezoidal shape, type 1 has a width of 0,8 m and a height of 0,5 m, type 2 has a width of 0,8 m and a height of 0,8 m, type 3 has a width of 0,8 m and a height of 1 m. Furthermore, for the analysis of the total calculation of the budget plan, the cost is Rp1.232.106.984.285,49
