Abstract

Pembangunan jalur alternatif baru di Sisi Selatan Pulau Jawa yakni Jalur Lintas Selatan yang selanjutnya disingkat sebagai JLS didorong oleh tingginya kegiatan perekonomian, urbanisasi serta mobilitas penduduk yang berujung pada peningkatan volume lalu lintas. Selain sebagai jalur alternatif, pembangunan Jalur Pansela ini didasari beberapa pertimbangan diantaranya mendukung pertumbuhan ekonomi daerah terisolir di Pesisir Pantai Selatan Jawa, meningkatkan potensial objek wisata setempat, membangun pengembangan potensi pelabuhan ikan di Laut Selatan Jawa, dan untuk mengurangi beban lalu lintas pada Jalur Lintas Pantai Utara (Pantura). Jalan yang direncanakan merupakan Jalan Nasional (Kolektor Primer) 2/2-TT dengan lebar per lajurnya 3,5 m dan bahu 2,0 m. Tipe perkerasan yang digunakan adalah perkerasan lentur dengan umur rencana 20 tahun. Pedoman yang digunakan dalam perencanaan adalah Pedomen Desain Geometrik Jalan Tahun 2020 untuk perencanaan geometrik jalan, Manual Desain Perkersan Jalan No. 04/SE/Db/2017 untuk perencanaan perkerasan lentur, Perencanaan Sistem Drainase Jalan Pd. T-02-2006-B untuk perencanaan sistem drainase jalan, dan perhitungan rencana anggaran biaya menggunakan Harga Satuan Pokok Kegiatan (HSPK) Kota Surabaya tahun 2017. Dari hasil perencanaan ini terdapat 145 Point of Intersection (PI) dan 60 Point of Vertical Intersection (PVI). Jalan rencana menggunakan perkerasan lentur dengan tebal AC WC 40 mm, AC BC 60 mm, AC Base 180 mm, LPA 300 mm, dan nilai CBR desain tanah dasar yang digunakan ≥ 7%. Jalan didesain dengan saluran tepi berbentuk trapesium dengan material pasangan batu. Berdasarkan perhitungan rencana anggaran biaya, total biaya yang dikeluarkan dalam perencanaan ini sebesar Rp1.766.778.766.793,00 dengan PPN sebesar 10%.

The construction of a new alternative route on the South Side of Java Island, namely the Southern Cross Line, hereinafter abbreviated as JLS, is implemented by increasing economic activity, urbanization and population density in increasing traffic volume. Apart from being an alternative route, the Pansela Line is based on several development considerations, including supporting economic growth in isolated areas on the South Coast of Java, increasing the potential for local tourism objects, building potential fish ports in the South Java Sea, and reducing the traffic load on the North Coast Cross Line (Pantura). The planned road is National Road (Primary Collector) 2/2-TT with a lane width of 3.5 m and a shoulder of 2.0 m. The LHR for the ±38.54 km road is obtained from the results of trip assignment analysis on the existing road. The guidelines used in planning are the 2020 Road Geometric Design Guidelines for road geometric planning, Road Pavement Design Manual no. 04/SE/Db/2017 for flexible pavement thickness planning, Road Drainage System Planning Pd. T-02-2006-B for the planning of the road drainage system, and the calculation of the budget using the Price of the Main Activities Unit (HSPK) of the City of Surabaya in 2017. From the results of this planning there are 145 Point of Intersection (PI) and 60 Point of Vertical Intersection (PVI). The plan road uses flexible pavement with a thickness of AC WC 40 mm, AC BC 60 mm, AC Base 180 mm, LPA 300 mm, and the CBR value of the subgrade used is 7%. The road is designed with a trapezoidal edge channel with masonry material. Based on the budget plan, the total costs incurred in this plan amounted to Rp1.766.778.766.793,00.
