Abstract

Dalam rangka menjawab visi dan misi perusahaan, serta Rencana Jangka Panjang perusahaan, salah satu sasaran yang dimiliki oleh PT. Petrokimia Gresik pada bidang SDM adalah menerapkan Manajemen Sumber Daya Manusia Berbasis Kompetensi (MSDM-BK). Namun, Kamus Hard Competency yang dimiliki oleh PT. Petrokimia Gresik sebagai basis penerapan MSDM-BK masih belum mutakhir. Hal ini dikarenakan Kamus Hard Competency yang ada disusun pada tahun 2013, belum terintegrasi oleh PT. Pupuk Indonesia (Persero), dan belum mengadaptasi SKKNI. Oleh karena itu, pada penelitian ini akan dilakukan penyusunan Kamus Hard Competency dan Kebutuhan Kompetensi Jabatan dengan mengidentifikasi Job Description, Rencana Jangka Panjang Perusahaan, KPI Perusahaan, serta dielaborasi dengan Kamus Pupuk Indonesia dan SKKNI. Penyusunan Kamus Hard Competency akan dilakukan dengan beberapa tahap yang meliputi penyusunan ragam kompetensi, memecah ragam kompetensi menjadi unit kompetensi yang lebih spesifik, penyusunan level kompetensi sesuai kaidah Taksonomi Bloom, penyusunan kamus kompetensi, hingga penyusunan Kebutuhan Kompetensi Jabatan. Melalui penelitian ini didapatkan hasil 77 unit kompetensi pada Job Family Sekretaris Perusahaan, Corporate Communication & Umum dan 35 unit kompetensi pada Job Family Perencanaan & Pengembangan. Melalui hasi penyusunan KKJ juga didapatkan bahwa total score kompetensi yang harus dimiliki oleh jabatan Senior Vice President lebih tinggi dibandingkan dengan yang harus dimiliki oleh jabatan Vice President. Hal ini menunjukkan adanya peningkatan pada setiap jabatan dan secara hirarki pada Struktur Organisasi menunjukkan bahwa jabatan SVP adalah jabatan tertinggi pada suatu kompartemen dan membawahi beberapa VP sekaligus.

In order to answer the company's vision and mission, as well as the company's long-term plan, one of the targets that is owned by PT. Petrokimia Gresik in the field of HR is to implement Competency-Based Human Resource Management (CBHRM). However, the Hard Competency Dictionary owned by PT. Petrokimia Gresik as the basis for the implementation of CBHRM is still not up-to-date. This is because the existing Hard Competency Dictionary was constructed in 2013, not yet integrated with PT. Pupuk Indonesia (Persero), and has not yet adapted the SKKNI. Therefore, in this research, a Hard Competency Dictionary and Job Competency Needs will be compiled by identifying the Job Description, Company Long Term Plan, Company KPI, and combining them with the Indonesian Pupuk Dictionary and SKKNI. The preparation of the Hard Competency Dictionary will be carried out in several stages which include the preparation of competency clusters, breaking down the various competencies into more specific competency units, compiling competency levels according to Bloom's Taxonomy rules, compiling competency dictionaries, and compiling Job Competency Requirements. Through this research, the results obtained are 77 competency units in Job Family Corporate Secretary, Corporate Communication & General Affairs and 35 competency units in Job Family Planning & Development. Through the results of the preparation of the KKJ, it was also found that the total competency score that must be possessed by the position of Senior Vice President is higher than that which must be possessed by the position of Vice President. This shows an increase in each position and hierarchically in the Organizational Structure shows that the SVP position is the highest position in a compartment and oversees several VPs at once.
