Abstract
Salah satu ruas jalan yang memiliki tingkat kemacetan tinggi di Kabupaten Sidoarjo adalah ruas Jalan Gedangan – Buduran yang terjadi akibat tingginya volume kendaraan yang melintasi jalan tersebut. Untuk itu telah ditetapkan Peraturan Daerah Kabupaten Sidoarjo Nomor 6 Tahun 2009 untuk melebarkan dan membuka ruas jalan baru yaitu Jalan Frontage Road Gedangan – Buduran untuk meningkatkan aksesibilitas warga setempat ke berbagai arah. Dalam perencanaan pembangunan ini, diperlukan pembebasan bidang tanah yang akan dilewati oleh ruas Jalan Frontage. Dalam penelitian ini, administrasi pertanahan dalam hal pengadaan tanah untuk pembangunan ruas Jalan Frontage diperlukan Kerjasama antar instansi terkait yang berwenang. Pengolaahan yang dibutuhkan untuk meninventaris aspek pokok dalam administrasi pertanahan yaitu pengolahan yang berbasis Sistem Informasi Geografis (SIG) yang menumpang tindihkan data dari beberapa instansi tersebut. Hasil tinjauan administrasi pertanahan pada penelitian ini, jumlah bidang tanah yang terdampak berdasarkan peta bidang oleh BPN berbeda dengan bidang tanah yang terdampak berdasarkan hasil overlay peta bidang dengan peta rencana oleh DPU. Hal tersebut diakibatkan oleh tidak terdapat koordinat pada peta bidang sehingga diperlukan survei lapangan dengan menentukan GCP sendiri dimana hal tersebut rawan akan kesalahan. Hasil georeferencing lembar peta bidang menunjukkan nilai CE90 melebihi nilai toleransi ketelitian berdasarkan Peraturan BIG No 6 Tahun 2018. Perbedaan jumlah bidang terdampak berdasarkan peta bidang BPN sejumlah 120 bidang, sedangkan berdasarkan hasil overlay peta bidang dengan peta rencana sebanyak 126 bidang dengan nilai tanah terendah sebesar Rp 1 juta – Rp 2 juta, dan tertinggi senilai Rp 5 juta – Rp 10 juta berdasarkan nilai tanah pada peta Zona Nilai Tanah ATRBPN tahun 2021.

One of the roads that has a high level of congestion in Sidoarjo Regency is the Jalan Gedangan - Buduran section which occurs due to the high volume of vehicles crossing the road. For this reason, Sidoarjo Regency Regulation Number 6 of 2009 has been stipulated to widen and open new roads, namely Jalan Frontage Road Gedangan - Buduran to increase the accessibility of local residents in various directions. In this development plan, it is necessary to acquire land parcels that will be passed by the Frontage Road section. In this study, land administration in terms of land acquisition for the construction of the Frontage Road section requires cooperation between the relevant authorities. The processing needed to inventory the main aspects of land administration is processing based on a Geographic Information System (GIS) which overlaps data from several of these agencies. The results of the land administration review in this study, the number of affected land parcels based on the plot map by BPN is different from the affected land parcel based on the results of the overlay map of the plot with the plan map by the DPU. This is caused by the absence of coordinates on the field map so a field survey is needed by determining the GCP itself, which is prone to errors. The results of georeferencing the field map sheet show that the CE90 value exceeds the tolerance value of accuracy based on BIG Regulation No. 6 of 2018. The difference in the number of affected areas based on the BPN field map is 120 fields, while based on the results of the overlay map of the field with the plan map as many as 126 fields with the lowest land value of Rp. 1 million – Rp. 2 million, and the highest is Rp. 5 million – Rp. 10 million based on the land value on the 2021 ATRBPN Land Value Zone map.
