Abstract

Perusahaan penyedia tenaga listrik mempertimbangkan untuk melakukan pengadaan fasilitas CNG Plant untuk PLTMG X yang diharapkan mampu meningkatkan kapasitas produksi pada saat beban puncak. Ide ini dilatarbelakangi oleh skema kontrak pengadaan gas yang bersifat take or pay, yang mana gas tersebut akan selalu dialirkan berapapun kebutuhan pemakaian aslinya. Hal tersebut berimplikasi pada terbuangnya gas yang tidak bisa dimanfaatkan secara sia-sia. CNG Plant berperan untuk menyimpan gas yang bisa dimanfaatkan untuk produksi listrik di beban puncak. Ada tiga skema pengadaan CNG Plant yang dipertimbangkan, yaitu pembelian baru, relokasi aset pribadi yang ada di Provinsi Jambi, dan juga melakukan kontrak operasi CNG Plant dengan perusahaan partner. Penelitian ini melakukan kajian pemilihan skema mana yang paling ekonomis melalui incremental analysis dan juga pengujian ketahanan terhadap risiko ketidakpastian. Berdasarkan hasil analisis, keputusan untuk melakukan kontrak operasi dengan perusahaan partner adalah keputusan yang bisa diambil oleh Perusahaan tersebut.

Electricity provider company is considering procuring the CNG Plant
Facility for PLTMG X to increasing its production capacity. The background
of this plan is initiated by the fact that PLTMG X has a gas procurement
contract with ‘take or pay’ scheme, in which the gas will be contiuously
streamed to the combustion system regardless how much the actual needs. This
condition will lead to inefficiencies because the rest of unneeded gas will be
wasted. CNG Plant has a role to compress and store the gas that can be used for
electricity production at peak loads. There are three CNG Plant procurement
schemes being considered, namely new purchases, relocation of existing
personal assets in Jambi province, and also contracting CNG Plant operations
with partner companies. This study examines the selection of the most
economical scheme through incremental analysis and tests decision resilience
to the risk of uncertainties. Based on the results of the analysis, the decision to
contracting CNG Plant operations with partner companies is a decision that can
be taken by the company.
