Abstract
Kementerian Kelautan dan Perikanan Indonesia melarang tindakan penangkapan ikan secara illegal (IUU fishing) dan pemindahmuatan di tengah laut (IUU transhipment). Penelitian ini melakukan sebuah perancangan sistem identifikasi IUU fishing dan transhipment dengan menggunakan sistem logika fuzzy tipe-2 (SLF tipe-2). Sistem dimaksudkan sebagai alat untuk mencegah terjadinya tindakan IUU fishing dan transhipment. Sistem terdiri dari 3 subsistem, yaitu (i) subsistem selektor, (ii) pengambil keputusan IUU transhipment, dan (iii) pengambil keputusan IUU fishing. Sistem yang dirancang, menggunakan variable masukan data dinamika kapal dari AIS, dan diuji dengan menggunakan 2 cara. Cara ke satu dengan data pola Gerakan kapal yang dibangkitkan, dan cara ke dua dengan divalidasi berdasarkan data kapal yang terbukti melakukan pelanggaran IUU fishing dan transhipment. Sistem identifikasi dengan fuzzy tipe 1 menunjukkan hasil yang lebih baik dibandingkan dengan fuzzy tipe 2. Sistem identifikasi dengan SLF tipe 2 menunjukkan hasil – tetap mampu mengidentifikasi tindakan IUU fishing dan transhipment dengan akurasi maksimum yaitu 85.0377% dan akurasi minimum yaitu 75.5%.

Indonesia’s Ministry of Maritime and Fisheries Affairs has prohibited the act of illegal fishing (IUU fishing) and illegal transshipment (IUU transshipment) on Indonesia’s water. This research was conducted by designing a system that can identify IUU Fishing and transhipment based on fuzzy logic type-2 system (SLF type-2). This system is a support system to prevent the act of IUU fishing and transhipment. The system consists of 3 subsystems, namely: selection subsystem, IUU transhipment decision subsystem, and IUU fishing decision subsystem.This system, use AIS data as the input and was tested on two types of data. First, the system was tested by generated data of fishing vessels. Second, the system was validated by fishing vessels data that had been proven guilty in IUU fishing and transhipment case. The type-1 fuzzy logic system-based system provides better results compared to SLF type-2 based system. The SLF type-2 based system provides a result that the system still can identify the act of IUU fishing and transhipment with maximum accuracy of 85.0377% and minimum accuracy of 75.5%.
