Abstract

Latar Belakang: Salah satu permasalahan kota besar yang mengiringi jumlah kendaraan bermotor adalah tingginya jumlah kecelakaan lalu lintas. Surabaya memiliki jumlah kecelakaan lalu lintas yang lebih tinggi dibandingkan dengan rata-rata kabupaten/kota di Jawa Timur. Berdasarkan data WHO pada tahun 2018, kecelakaan lalu lintas merupakan penyebab kematian terbesar pada rentang usia 5-29 tahun. Faktor terbesar yang mempengaruhi jumlah kecelakaan lalu lintas adalah faktor pengendara. Beberapa faktor pengendara yang mempengaruhi adalah tidak menaati peraturan, mengemudi dengan ceroboh, dan mengemudi melebihi batas kecepatan. Surabaya telah menerapkan Electronic Traffic Law Enforcemetnt (ETLE) untuk mengurangi pelanggaran lalu lintas, namun baru diterapkan di 15 ruas jalan. Beberapa negara di Eropa telah mengkombinasikan penerapan ETLE dengan Penalty Point System (PPS) untuk memberi efek jera pada pelanggar lalu lintas dengan cara mengurangi poin SIM.
Permasalahan: Angka kecelakaan yang tinggi sebagian besar disebabkan oleh perilaku tidak taat aturan dari pengendara, seperti melanggar lampu lalu lintas, mengemudi melebihi batas kecepatan, melawan arus, dan melanggar rambu lalu lintas.
Tujuan: Menghasilkan model sistem dinamik berdasarkan keadaan nyata mitigasi kecelakaan lalu lintas di kota Surabaya.untuk mengetahui dampak penambahan ETLE dan penerapan PPS di Surabaya terhadap jumlah kecelakaan di Surabaya.
Metode: Penelitian ini menggunakan model sistem dinamik yang digambarkan dengan Vensim PLE. Sistem dinamik dipilih karena dapat memperkirakan dampak perubahan tanpa perlu mengubah sistem secara langsung.
Hasil: Penelitian ini menghasilkan Causal-Loop Diagram, Stock Flow Diagram, dan skenario penerapan PPS, penambahan ETLE dan penerapan VSS. Skenario dilakukan dengan simulasi berdasarkan sistem sebenarnya, sehingga dapat diketahui dampak penerapan PPS penambahan ETLE, dan penerapan VSS. Hasil dari penerapan ETLE adalah penurunan Accident Rate sebesar 13.67%. Hasil dari penerapan PPS adalah penurunan Accident Rate sebesar 23.26%. Hasil dari penerapan VSS adalah penurunan Cost of Traffic Accident Victim untuk skenario Pesimist, Most Likely, dan Optimist pada bulan pertama sebesar 30.21%, 29.92%, dan 29.92%, sedangkan pada bulan terakhir sebesar, 30.57%, 30.18%, dan 30.18%.
Nilai Tambah: Hasil dari penelitian tugas akhir ini dapat menjadi pilihan solusi bagi Pemerintah Kota Surabaya dalam melakukan mitigasi kecelakaan dengan menerapkan PPS, penambahan ETLE, dan penerapan VSS.

Background: One of the problems in big cities that
accompanies the number of motorized vehicles is the high
number of traffic accidents. Surabaya has a higher number
of traffic accidents than the district/city average in East
Java. Based on WHO data in 2018, traffic accidents are
the biggest cause of death in the 5-29 year age range. The
biggest factor that affects the number of traffic accidents
is the driver factor. Some of the driving factors that affect
drivers are disobeying the rules, driving recklessly, and
driving over the speed limit. Surabaya has implemented
Electronic Traffic Law Enforcemetnt (ETLE) to reduce
traffic violations, but it has only been implemented on 15
roads. Several countries in Europe have combined the
application of ETLE with the Penalty Point System (PPS)
to provide a deterrent effect on traffic violators by
reducing their driving license points.
Problem: The high accident rate is mostly caused by
disobedient behavior from driver, such as violating traffic
lights, driving over the speed limit, going against the flow,
and violating traffic signs.
Objective: Produce a dynamic system model based on the
real situation of mitigating traffic accidents in the city of
Surabaya. To find out the impact of adding ETLE, the
application of PPS, and the implementation of the Vehicle
Safety System (VSS) on the number of accidents in
Surabaya.
Method: This study uses a dynamic system model using
Vensim PLE software. The dynamic system was chosen
because it can predict the impact of changes without the
need to change the actual system.
Results: This research produces Causal-Loop Diagrams,
Stock Flow Diagrams, and scenarios for implementation
of PPS, addition of ETLE and implementation of VSS. The
scenario is carried out by simulation based on the actual
system, so that the impact for implementation of PPS ,
addition of ETLE, and implementation of VSS can be seen.
The result of the implementation of ETLE is a decrease in
the Accident Rate by 13.67%. The result of the
implementation of PPS is a decrease in the Accident Rate
by 23.26%. The result of the implementation of VSS is a
decrease in the Cost of Traffic Accident Victim for the
Pesimist, Most Likely, and Optimist scenarios in the first
month by 30.21%, 29.92%, and 29.92%, while in the last
month by 30.57%, 30.18%, and 30.18%.
Value Added: The results of this final project can be a
solution option for the Surabaya City Government in
mitigating accidents by implementing PPS, adding ETLE,
and implementing VSS.
