Abstract
Pantai Selatan Pulau Lombok sebagai salah satu Kawasan Strategis Pariwisata Nasional (KSPN) yang dirancang untuk menjadi destinasi pariwisata dunia merupakan salah satu dari 10 Destinasi Nasional yang menjadi prioritas pengembangan pariwisata oleh Pemerintah Pusat. Mandalika akan dikembangkan menjadi kawasan utama pariwisata Indonesia yang ada di Provinsi NTB. Kondisi jalan eksisting Tanak Awu – Sengkol – Kuta yang menghubungkan Bandara Internasional Lombok (BIL) menuju Kawasan Mandalika (Kuta) memerlukan kajian mendalam untuk dapat dikembangkan guna memenuhi kebutuhan pergerakan yang akan timbul dengan pengembangan kawasan Mandalika.
Metodologi dalam penelitian tugas akhir ini dimulai dengan menganalisis kondisi karakteristik jalan eksisting dengan meninjau nilai derajat kejenuhan (Dj) lalu dilanjutkan dengan analisis multi kriteria untuk menentukan trase jalan terpilih. Analisis kelayakan ekonomi ditinjau berdasarkan penghematan BOK dan Time Value dari pengendara menggunakan metode Jasa Marga. Dari hasil penelitian didapatkan desain trase terpilih adalah Alternatif 1. Didapatkan nilai penghematan Biaya Operasi Kendaraan sebesar Rp 248.093.247.187,- , dan penghematan nilai waktu sebesar Rp 629.421.090.116,- pada akhir tahun rencana. Sehingga didapat hasil nilai BCR = 3,157 > 1 dan nilai NPV = Rp 1.274.127.990.893 ,- > 0. Berdasarkan nilai BCR >1 dan NPV > 0, maka dapat disimpulkan pembangunan Jalan Bypass Bandara Internasional Lombok (BIL) - Mandalika layak untuk dibangun.

The South Coast of Lombok Island as one of the National
Tourism Strategic Areas (KSPN)1 which is designed to become a
world tourism destination is one of the 10 National Destinations
that are prioritized for tourism development by the Central
Government. Mandalika will be developed into the main area of
Indonesian tourism in the province of NTB. The condition of the
existing Tanak Awu – Sengkol – Kuta road that connects Lombok
International Airport (BIL) to the Mandalika Region (Kuta)
requires an in-depth study to be developed to meet the movement
needs that will arise with the development of the Mandalika area.
The methodology in this final project research begins by
analyzing the condition of the existing road characteristics by
reviewing the value of the degree of saturation (Dj) and then
proceeds with a multi-criteria analysis to determine the selected
road route. Economic feasibility analysis is reviewed based on
BOK savings and Time Value of motorists using the Jasa Marga
method.
From the results of the study, it was found that the selected
route design was Alternative 1. The value of vehicle operating costs
savings was Rp. 248,093,247,187, - and time value savings of Rp.
629,421,090,116, - at the end of the planning year. So that the BCR
value = 3.157 > 1 and the NPV value = Rp. 1,274,127,990,893 ,-
> 0.Based on the BCR value > 1 and NPV > 0, it can be concluded that
the construction of the Lombok International Airport (BIL) -
Mandalika Bypass Road is feasible to build.
