Abstract
Jalan tol Pandaan – Malang saat ini sudah berjalan selama 2 (dua) tahun. Perencanaan jalan tol tersebut tentu sudah mempertimbangkan kelayakan finansial sebagai acuan dalam investasi. Setelah proyek berjalan perlu dilakukan evaluasi untuk menganalisa apakah dengan realisasi yang ada jalan tol tersebut memang layak dibangun. Tugas akhir ini bertujuan untuk mengevaluasi investasi pembangunan jalan tol Pandaan – Malang menggunakan data realisasi jumlah pengguna dan tarif jalan tol yang terjadi saat ini, ditinjau dari sisi investor.
Data jumlah pengguna dan tarif jalan tol selama 2 (dua) tahun yang sudah berjalan digunakan untuk membuat prediksi selama sisa masa konsesi. Metodologi untuk menganalisis jumlah pengguna dan tarif tol rencana menggunakan metode Regresi Linear. Untuk menganalisis aspek kelayakan finansial menggunakan parameter NPV, IRR, dan PP sebagai acuan kelayakan.
Dari analisis aspek kelayakan finansial selama masa konsesi didapatkan nilai NPV sebesar Rp 3.582.316.730.000,0, IRR sebesar 14% (MARR = 10%) dan Payback Period di tahun ke 17 (masa investasi = 31 tahun). Dapat disimpulkan pembangunan jalan tol Pandaan - Malang layak dari aspek finansial untuk investasi.

In planning the Pandaan – Malang toll road, it is necessary to consider financial feasibility as a reference in investment so that the toll road is an efficient plan. Therefore, it is necessary to carry out an INVESTMENT EVALUATION STUDY ON THE PANDAAN - MALANG TOLL ROAD. With the
implementation of the study, it was found how many toll road users during the planned concession period with the planned Pandaan - Malang toll road tariff. So that the investment feasibility of the Pasuruan-Probolinggo toll road will be known in terms of financial analysis. The methodology for analyzing the number of users and the planned toll tariff uses the Linear Regression method. To analyze the financial feasibility aspect, the NPV, IRR, and PP parameters are used as a feasibility reference. From the analysis of the aspect of financial feasibility during the concession period, the NPV value of IDR 3,582,316,730.0 > 0 with an IRR value of 14%> 10% (MARR) and Payback period in the 17th year, 8th month, and 11th day < 35 years old. it can be concluded that the construction of the Pandaan - Malang toll road is feasible from the financial aspect for investment.
