Abstract

Indonesia sudah bukan bagian dari koloni Belanda. Indonesia telah
memerdekakan dirinya menjadi negara dengan ideologi Pancasila yang di dalamnya
tertulis poin-poin seperti kedaulatan rakyat dan permusyawaratan, demokrasi.
Bersamanya dibawa perubahan dan reformasi kepada berbagai institusi dan sistem
pemerintahan. Undang-undang dasar, pemilahan umum. Namun, lingkungan
terbangun tempat terjadinya hal-hal ini dalam kesehariannya merupakan
peninggalan dari pemerintah kolonial Belanda. Tidak hanya bahwa tatanan estetika
ini telah ketinggalan zaman dalam abad ke-21 ini, namun mungkinkah masih ada
nilai-nilai dari pemerintahan Belanda yang masih tersampaikan? Jika arsitektur
selalu menjadi representasi kekuatan, sebagaimana gereja merepresentasikan
keagungan tuhan, atau capitol building sebagai simbol garis depan demokrasi
Amerika, tidakkah arsitektur gedung pemerintahan Indonesia ini telah berada pada
tempat yang salah?
Rancangan akhir harus dapat membawa tipologi kantor pemerintahan,
tidak hanya kompatibel pada sistem dan teknologi di abad ke-21, namun juga sesuai
dengan estetika ideologi yang berlaku, demokrasi. Dengan konteks tapak yang
masih didominasi oleh bangunan belanda, karya seni mural digunakan sebagai tools
dalam meninjau kualitas demokrasi dan kaitannya dengan konteks. Sejak
konsepsinya di Mexico tahun 1930-an, kualitas dari estetika mural sering dikaitkan
dengan gerakan demokrasi, dengan nilai-nilai seperti kebebasan dan inklusivitas.
Namun mural juga memiliki perlakuan menarik terhadap konteksnya sebagai salah
satu karya seni yang memiliki kanvas yang “hidup”.
Rancangan dari Tugas Akhir ini menjembatani dua ideologi yang berbeda
dalam satu tipologi, menanggapi kebaruan dalam konteks yang didominasi histori,
namun juga ke-familiaran. Meninjau hubungan antara fasad dengan bagian utama
bangunan sebagaimana teori Decorated Shed oleh Venturi.

Indonesia is no longer part of the Dutch colonies. Indonesia have declared
its independence as a nation with Pancasila as its ideology. Outlined in it were the
points of population sovereignty and government by consent, a democracy. A wave
of changes sweeps multiple institution and governance system. New Constitution,
free election. Yet, the bult environment where this activity occurs in day to day
were relics of the late Dutch Indies government. Not only that the aesthetic orders
were outdated in the 21st century, but is it a possibility that these environment still
caries the value and quality enforced by the colonial government. If architecture
truly is the representation of power, as did church representing God’s majestic, or
Capitol building as the front-line representation of American democracy, could it
be that Indonesia’s governance architecture were on the wrong place and time?
The design was to carry the function of governance typology, not only
compatible to the system and technology of the 21st century, but also aesthetically
based on ideology. With the site context still dominated by many Dutch colonial
architecture, mural arts were used as a tool in reviewing the quality of democracy
and its relation to context. Since its conception in Mexico in the 1930s, the quality
of mural’s aesthetic was often attributed to the movement of democracy and the
value of freedom and inclusivity. But the main point is how mural’s media were
something that differs from other two-dimensional visual art form, a living
“canvas”.
The Design progress of this Final Project will bridge the two different
ideologies inside one typology, responding to novelty in a context filled with rich
history and familiarity. Reviewing the relation between and the main function of
building as Venturi’s Decorated Shed.
