Abstract

In Sumatera, the electrification Ratio is currently at 98%. While Indonesia’s electrification ratio is at 99.2%. Some provinces in Sumatera are also still having a deficit of electricity such as Aceh, Jambi,etc. In order to address this issue PLN is planning to install Gas Power Plants in several provinces with electricity deficit in Sumatera. Considering the existing condition in each location, several evaluation criteria to select the best GPP is formulated. Financial criteria consisting of base tariff, resistance to low load factor (%CF), dual fuel adaptation (%HSD), and tariff as peaker which the values are taken from the financial model in the feasibility study. While, for the non-financial criteria there are setup configuration and mobility whereas the values are taken from the engine specifications. Hybrid weighting will be used to determine the weight of each criteria. It will consist of subjective weight from FUCOM and objective weight from CRITIC. In the multi-location scoring, scoring table and LCC analysis will be used as the scoring method. The scoring table results show that JENBACHER J920 FLEXTRA is the best alternative to be installed at Sumatera. While, for the LCC analysis there are two scenarios. In the first scenario where gas is used as the engine fuel, JENBACHER J920 FLEXTRA is also the best alternative offering the lowest cost. For the second scenario where gas is not available and HSD is used WARTSILLA 12V50DF is the best alternative offering the lowest cost. Therefore, the decision on installing the most suitable GPP depends on the approach taken by the decision-maker.

Di Sumatera, Rasio elektrifikasi saat ini hanya 98%. Sedangkan rasio elektrifikasi Indonesia berada pada 99,2%. Beberapa provinsi di Sumatera juga masih mengalami defisit listrik seperti Aceh, Jambi, dll. Untuk mengatasi masalah ini PLN berencana untuk memasang Pembangkit Listrik Tenaga Gas di beberapa provinsi dengan defisit listrik di Sumatera. Dengan mempertimbangkan kondisi eksisting di masing-masing lokasi, maka dirumuskan beberapa kriteria evaluasi untuk memilih GPP terbaik. Kriteria finansial yang terdiri dari tarif dasar, ketahanan terhadap faktor beban rendah (%CF), adaptasi bahan bakar ganda (%HSD), dan tarif sebagai peaker yang nilainya diambil dari model finansial dalam studi kelayakan. Sedangkan untuk kriteria non-finansial terdapat konfigurasi pemasangan dan mobilitas dimana nilainya diambil dari spesifikasi mesin. Pembobotan hybrid akan digunakan untuk menentukan bobot masing-masing kriteria. Ini akan terdiri dari bobot subjektif dari FUCOM dan bobot objektif dari CRITIC. Dalam penilaian multi-lokasi, tabel penilaian dan analisis LCC akan digunakan sebagai metode penilaian. Hasil tabel penilaian menunjukkan bahwa JENBACHER J920 FLEXTRA adalah alternatif terbaik untuk dipasang di Sumatera. Sedangkan untuk analisis LCC ada dua skenario. Dalam skenario pertama di mana gas digunakan sebagai bahan bakar mesin, JENBACHER J920 FLEXTRA juga merupakan alternatif terbaik yang menawarkan biaya terendah. Untuk skenario kedua di mana gas tidak tersedia dan HSD digunakan, WARTSILLA 12V50DF adalah alternatif terbaik yang menawarkan biaya terendah. Oleh karena itu, keputusan untuk memasang GPP yang paling sesuai tergantung pada pendekatan yang diambil oleh pengambil keputusan.
