Abstract

Industri freight forwarding adalah industri jasa yang menawarkan jasa pengurusan pengiriman dan penerimaan barang ekspor dan impor. PT. Gunung Mas Samudra (GMS) adalah perusahaan freight forwarding angkutan laut yang berlokasi di Jawa Timur. Sebagai perusahaan freight forwarder, PT. GMS berupaya memberikan pelayanan terbaik kepada pelanggannya. Namun, karena PT GMS harus berurusan dengan hukum tetapi tetap harus memuaskan pelanggan, banyak risiko yang melekat pada perusahaan. Manajemen risiko penting dalam menjalankan bisnis forwarding yang sukses dan PT. GMS tidak memiliki praktik manajemen risiko yang formal. Oleh sebab itu, permasalahan dalam penelitian ini adalah bagaimana merancang sistem manajemen risiko perusahaan berbasis ISO 31000:2018 dengan metode Failure Mode and Effect Analysis (FMEA) pada sebuah perusahaan freight forwarder. Tujuan dari penelitian ini adalah untuk merancang manajemen risiko berdasar ISO 31000:2018 dan mengembangkan sistem informasi mengenai dashboard profil risiko. Metodologi yang diterapkan pada penelitian ini dimulai dengan fase pengenalan, lalu fase desain manajemen risiko, fase desain dasbor profil risiko, dan fase analisis dan kesimpulan. Dalam fase desain manajemen risiko, ada 99 risiko yang diidentifikasi secara total. Lebih dari setengah risiko yang diidentifikasi dikategorikan sebagai risiko transportasi dan operasional. Risiko kemudian dinilai dengan melakukan diskusi dan menyebarkan kuesioner kepada karyawan. RPN kemudian dihitung, dan hasil menunjukkan bahwa 2% risiko dikategorikan sebagai risiko ekstrem dan hampir setengah dari total risiko berisiko tinggi. Risiko dengan skor RPN tertinggi adalah perubahan regulasi mengenai barang yang dilarang atau terbatas dan kontainer terlalu lama di pelabuhan. Risiko dengan RPN tinggi biasanya disebabkan oleh pihak eksternal yang berada di luar kendali perusahaan. Strategi mitigasi risiko kemudian ditentukan untuk setiap risiko, terutama yang memiliki RPN 16 atau lebih, yang menyumbang 80% dari masalah menurut analisis Pareto. Mitigasi dan accept adalah jenis strategi mitigasi yang paling umum untuk freight forwarding karena dalam banyak kasus, strategi avoid dan transfer tidak memungkinkan untuk diterapkan. Dasbor profil risiko kemudian dirancang dengan menggunakan Microsoft Access sebagai perangkat lunak manajemen database untuk mendukung implementasi elemen ISO 31000:2018 lainnya, seperti komunikasi dan konsultasi, pemantauan dan peninjauan, serta perekaman dan pelaporan

Freight forwarding industry is a service industry that offers taking care of shipping and receiving export and import goods. PT. Gunung Mas Samudra (GMS) is a sea freight forwarder company located in Jawa Timur. As a freight forwarder company, PT. GMS seeks to provide the best service towards their customer. However, since PT GMS has to involve with the law but still have to satisfy customer, there are many risks associated with the company. Risk management is important in running a successful forwarding business and PT. GMS does not have a formal risk management practice in its organization. Therefore, the problem that would like to be solved in this study is how to design an enterprise risk management system based on ISO 31000:2018 with Failure Mode and Effect Analysis (FMEA) method. The aim of this study is to develop risk management based on ISO 31000:2018 and develop an information system regarding risk profile dashboard. The methodology applied to conduct this study will start with the introduction phase, followed by risk management designing phase, risk profile dashboard designing phase, and analysis and conclusion phase. In risk management designing phase, there 99 risks identified in total. More than half of the risks identified are categorized as transportational and operational risk. Risks are then assessed by doing a discussion and distributing questionnaires to the employees concerned. RPN is then calculated, and it shows that 2% of the risks are categorized as extreme risk and almost half of the total risk is high risk. Therefore, actions need to be taken regarding those risks. Risks with the highest RPN score are change of regulations regarding prohibited or limited goods and container stays to long in the port. Risks with high RPN are usually caused by external parties that are beyond the control of the company. Risk mitigation strategy is then determined for each risk, especially those that have an RPN of 16 or above, which accounts for 80% of the problems according to Pareto analysis. Mitigation and accept is the most commont type of mitigation strategy for freight forwarding because in most cases, avoid and transfer strategy is not feasible to be implemented. Risk profile dashboard are then designed by using Microsoft Access as database management software to support the implementation of other ISO 31000:2018 element, such as communication and consultation, monitoring and review, and recording and reporting.
