Abstract

Guna meningkatkan perekonomian, beberapa pemerintah daerah di pesisir Selatan Jawa yang tergabung dalam Asosiasi Pemerintah Kabupaten Seluruh Indonesia berinisiatif untuk mengembangkan jalur pelayaran Selatan Jawa. Tetapi ide ini belum didukung dengan analisis terhadap komoditas yang akan diangkut pada rute pelayaran Selatan Jawa. Maka dari itu, perlu adanya kajian mengenai muatan yang akan diangkut baik dari jenis maupun jumlah muatan dan berapa biaya per unit yang dibutuhkan untuk pelayaran ini. Analisis jenis muatan dilakukan dengan mencari jenis muatan yang dapat diangkut oleh angkutan perintis, dalam hal ini angkutan tol laut. Sedangkan analisis jumlah muatan dilakukan dengan mencari nilai bangkitan dan tarikan pada masa mendatang, sehingga dapat diketahui matriks asal tujuan di masa mendatang. Berdasar hasil analisis didapatkan jumlah potensi muatan di tahun 2020 adalah sebesar 4.272.517 ton/tahun untuk muatan yang membutuhkan pendingin dan 18.805.981 ton/tahun untuk muatan yang tidak membutuhkan pendingin. Diketahui terdapat 29 rute terpilih menggunakan gabungan moda darat dan laut dari 484 rute tersedia. Dan didapatkan biaya pengiriman per unit yang dihasilkan pada skenario muatan 100% sebesar Rp142 per TEU per Km, biaya pengiriman per unit pada skenario muatan 50% sebesar Rp228 per TEU per Km dan biaya pengiriman per unit pada skenario muatan 25% sebesar Rp437 per TEU per Km.

In order to improve the economy, several local governments on the southern coast of Java, which are members of the Association of All-Indonesian District Governments, have taken the initiative to develop shipping lanes for the South of Java. However, this idea has not been supported by an analysis of the commodities to be transported on the Southern Java shipping route. Therefore, it is necessary to study the cargo to be transported both in terms of type and amount of cargo and how much the cost per unit is required for this voyage. Analysis of the type of cargo is carried out by looking for the type of cargo that can be transported by pioneer transportation, in this case sea toll transportation. While the analysis of the amount of charge is done by looking for the value of generation and attraction in the future, so that the matrix of origin and destination can be known in the future. Based on the results of the analysis, the total potential cargo in 2020 is 4,272,517 tons/year for cargo that requires refrigerant and 18,805,981 tons/year for cargo that does not require cooling. It is known that there are 29 selected routes using a combination of land and sea transportation modes from 484 available routes. And the shipping cost per unit generated in the 100% load scenario is Rp 142 per TEU per Km, the shipping cost per unit in the 50% load scenario is Rp 228 per TEU per Km and the shipping cost per unit in the 25% load scenario is Rp 437 per TEU per km.
