Abstract

Kota Lama Sidoarjo merupakan kawasan kuno kolonial. Berdasarkan Peraturan Daerah Kabupaten Sidoarjo Nomor 1 Tahun 2019, kawasan kota lama termasuk dalam area yang diprioritaskan penanganannya. Pada konteks ini, masyarakat menjadi pihak terdampak dan pemeran utama dalam regenerasi kawasan heritage di sekitar. Untuk merumuskan konsep regenerasi kota lama yang tepat, perlu dilakukan identifikasi kawasan dahulu dari segi fisik dan non fisik. Area teridentifikasi ini dapat dirumuskan konsep regenerasinya menggunakan prinsip tactical urbanism di mana ruang-ruang perkotaan heritage dapat diaktivasi menjadi ruang publik yang bersifat fleksibel. Penelitian ini terdiri dua tahapan analisis yakni tahap identifikasi kota lama dan tahap perumusan konsep regenerasi. Penulis menggunakan metode pengambilan data in-depth-interview, observasi, dan kuisioner. Metode pengolahan data penelitian yakni content analysis, mapping, dan prototyping. Penelitian menunjukkan bahwa sebesar 13% dari jumlah total bangunan kota lama atau 18% dari luas total bangunan di area ini adalah bangunan kuno yang mayoritas memiliki langgam peralihan kolonial. Kawasan Kota Lama Sidoarjo dapat dibagi menjadi tujuh wilayah, dimana Kauman merupakan inti dari kawasan ini dari bukti sejarah dan budaya kuno. Kawasan ini terhubung dengan area modern di luar batas delineasi. Perlu ditetapkan hukum yang mengatur area ini sebagai kawasan konservasi. Demi keberlangsungan kota lama sendiri, perlu adanya pengubungan aktivitas masyarakat dengan konteks spasialnya dalam konsepsi regenerasi kota lama di mana dapat dilakukan pembuatan plaza, jalur pedestrian, dan aktivasi gang-gang perkampungan kuno sebagai wujud dari programming. Protototipe intervensi pada beberapa titik di kota lama dinyatakan cukup sesuai dengan preferensi Komunitas Sidoarjo Masa Kuno dan cukup dapat diimplementasikan pada Kota Lama Sidoarjo. ====================================================================================================
Sidoarjo Old Town is an old colonial area. Based on the Sidoarjo Regency Regional Regulation number 1 of 2019, the old town is a part of the prioritized revitalization area. In this context, the community becomes the stakeholder in the regeneration act. It is necessary to identify the old town area from a physical and non-physical dimension before going straight to formulate the possible old town regeneration concept. The identified old town can be regenerated using a tactical urbanism approach as flexible space transformation. This research consists of two stages of analysis, namely the identification stage and the regeneration concept formulation stage. The author uses in-depth interviews, observations, and questionnaires. Several analysis methods are content analysis, mapping, and prototyping. From the research conducted, 18% of the solid area or 13% of the buildings are old, mainly have colonial transitional style. The old town area consists of seven parts where Kauman is the core. The old town relates to the modern outside are. However, it is necessary to enact a law that regulates the old town as a preservation area. For the area's sustainability, it is necessary to link community activities with their spatial context. The results showed that the regeneration of the old town can be done by making plazas, walking paths, and activating the valleys as a form of programming. The intervention design concept stated to quite suit the preferences of the community. The regeneration concept is quite able to be implemented in Sidoarjo Old Town.
