Abstract
Tingkat pertumbuhan penduduk di DKI Jakarta sebesar 0,9% pertahun membuat tingkat timbulan sampah ikut meningkat dengan rata-rata timbulan 2,85 juta ton/tahun. Sampah yang tidak dikelola dengan baik mencapai 25%-40% dari timbulan per hari, dikarenakan kapasitas fasilitas pengolahan yang tidak mencukupi, namun tidak memungkinkan untuk dilakukan perluasan karena keterbatasan lahan kosong. Sehingga lahan yang dipakai untuk tempat penumpukan sampah semakin sempit dan tidak mampu menampung timbulan sampah yang dihasilkan DKI Jakarta perhari-nya. Tujuan dari penelitian untuk membuat suatu alternatif solusi pengolahan sampah DKI Jakarta yaitu dengan merencanakan suatu pengolahan terapung berupa tongkang yang khusus beroperasi untuk mengolah sampah. Untuk peramalan jumlah sampah digunakan metode regresi sedangkan untuk penentuan ukuran utama dan jumlah kapal digunakan metode optimasi dengan biaya paling minimum. Hasil analisis menunjukkan bahwa hasil peramalan dengan menggunakan regresi diperoleh jumlah sampah yang dihasilkan DKI Jakarta pada tahun 2040 sebesar 14.439 ton perhari. Hasil penelitian diperoleh ukuran panjang (Lpp) 160 m, lebar (B) 26 m, tinggi (H) 9 m, dan sarat (T) 6 m dengan biaya satuan pada pengembangan pengolahan sampah terapung Rp 260.951 per ton jika pengembangan dilakukan di darat biaya pengembangan pengolahan sampah darat sebesar Rp 148.062 per ton.

The population growth rate in DKI Jakarta of 0.9% per year makes the level of waste generation also increase with an average generation of 2.85 million tons / year. Waste that is not managed properly reaches 25%-40% of the generation per day, due to insufficient processing facility capacity, but it is not possible to expand due to limited vacant land. So that the land used for landfills is getting narrower and unable to accommodate the waste generated by DKI Jakarta per day. The purpose of this research is to create an alternative solution for DKI Jakarta's waste management, namely by planning a floating treatment in the form of a barge that specifically operates to process waste. For forecasting the amount of waste used the regression method while to determine the main size and number of ships used optimization method with the minimum cost. The results of the analysis show that the results of forecasting using regression obtained the amount of waste generated by DKI Jakarta in 2040 is 14,439 tons per day. The results of the study obtained length (Lpp) 160 m, width (B) 26 m, height (H) 9 m, and laden (T) 6 m with the unit cost for the development of floating waste processing is Rp. 260,951 per tonne, if the development is carried out on land, the cost of developing land waste processing is Rp. 148,062 per ton.
