Abstract

Pembangunan Jalur Lintas Selatan (JLS) Jawa Timur merupakan salah satu upaya pemerintah untuk mengatasi disparitas yang terjadi pada wilayah utara-selatan provinsi tersebut. Salah satu wilayah yang dilewati oleh infrastruktur ini adalah Kabupaten Tulungagung yang merupakan simpul pertemuan antara Kabupaten Trenggalek, Blitar, dan Kediri. Kabupaten Tulungagung memiliki potensi sumberdaya alam yang beragam namun belum tergarap secara efisien terutama di wilayah selatan. Dengan dibangunnya JLS akan membuka akses wilayah-wilayah yang dilewatinya. Namun, upaya pembangunan tidak hanya berhenti di infrastruktur saja. Oleh karena itu, diperlukan identifikasi komoditas unggulan prioritas guna mengoptimalkan pembangunan ekonomi wilayah.
Penelitian ini bertujuan untuk menganalisis potensi-potensi komoditas ekonomi yang terdapat di daerah pembangunan JLS di Kabupaten Tulungagung dan menentukan prioritas pengembangan guna mengoptimalkan tujuan dari pembangunan yaitu meminimalisir ketimpangan antarwilayah utara-selatan Jawa Timur. Terdapat empat tahapan untuk mencapai tujuan tersebut, tahap 1 adalah mengidentifikasi potensi ekonomi wilayah dengan analisis LQ, SS, dan tipologi klassen, kemudian pada tahap 2 menentukan bobot dari kriteria-kriteria pengembangan ekonomi wilayah dengan analisis AHP, selanjutnya tahap 3 adalah menetapkan prioritas pengembangan potensi ekonomi wilayah dengan analisis TOPSIS, dan tahap 4 merumuskan arahan pengembangan prioritas potensi ekonomi wilayah dengan analisis Triangulasi.
Hasil penelitian menunjukkan dominasi komoditas unggulan di wilayah penelitian secara keseluruhan adalah sebagai berikut: jagung dalam subsektor tanaman pangan; kelapa dalam subsektor perkebunan; pisang dalam subsektor hortikultura; sapi, kambing, dan ayam pedaging dalam subsektor peternakan; serta komoditas ikan tangkap dan udang vannamei dalam subsektor perikanan. Dari keseluruhan hasil penelitian tersebut kemudian dirumuskan arahan pengembangan potensi ekonomi dengan kriteria-kriteria yang telah ditetapkan berdasarkan literatur terkait pengembangan wilayah dan pengembangan komoditas pertanian berbasis kawasan.

The construction of the East Java Southern Cross Line (JLS) is one of the government's efforts to overcome the disparities that occur in the north-south region of the province. One of the areas that this infrastructure passes through is Tulungagung Regency which is the meeting place between Trenggalek, Blitar, and Kediri Regencies. Tulungagung Regency has the potential of various natural resources but has not been exploited efficiently, especially in the southern region. The construction of the JLS will open access to the areas it passes through. However, development efforts do not just stop at infrastructure. Therefore, development priority determination is needed to optimize the development of economic areas.
This study aims to analyze the economic potentials contained in the JLS development area in Tulungagung Regency and determine development priorities to optimize development goals, namely anticipating the north-south regions of East Java. There are four stages to achieve these goals, stage 1 is the identification of potential economic areas with LQ, SS, and Klassen typology analysis, then in stage 2 the development of regional economic development criteria with AHP analysis, the next stage is setting priorities for regional economic potential with TOPSIS analysis, and stage 4 formulates the direction for developing the priority of regional economic potential with triangulation analysis.
The results of the study show the leading commodities domination in the research area as a whole as follows: maize in the food crop sub-sector; coconut in the plantation sub-sector; bananas in the horticulture subsector; cattle, goats, and broilers in the livestock sub-sector; and commodities of captured fish and whiteleg shrimp in the fisheries sub-sector. From the overall results of the research, the development of economic potential is then formulated with the criteria that have been determined based on the literature related to regional development and regional-based agricultural commodity development.
