Abstract

Selat Lombok tidak hanya sebagai alur lalu lintas pelayaran internasional dan domestik, kawasan wisata di sekitar Selat Lombok seperti Gili Trawangan dan Nusa Penida membuat keramaian lalu lintas bertambah dengan adanya kapal wisata seperti yacht, kapal penyebrangan penumpang maupun kapal layar. Daya tarik terumbu karang, keberagaman biota laut yang ada di perairannya, dan jumlah wisatawan lokal dan mancanegara yang meningkat setiap tahun membuat kawasan perairan Nusa Penida diajukan menjadi Marine Protected Areas (MPA) pada tahun 2010. Akan tetapi, perlu diperhatikan bahwa Marine Protected Areas tidak melindungi wilayah tersebut dari aktivitas kapal internasional maka dianggap perlu diajukan menjadi Particularly Sensitive Sea Areas (PSSA) agar wilayah tersebut dapat terlindungi dari aktivitas kapal internasional. Formal Safety Assessment (FSA) merupakan sebuah metodologi terstruktur dan sistematik yang bertujuan untuk meningkatkan keselamatan di dunia maritim, termasuk perlindungan kepada nyawa, kesehatan, lingkungan, dan properti dengan menggunakan analisis risiko dan cost-benefit assessment. Hasil dari penelitian ini yaitu terdapat 10 bahaya yang dimasukkan dalam kategori possible hazards dan setelah dilakukan diskusi lebih dalam, ada 5 bahaya yang diajukan menjadi kategori potential hazards. Dari 5 potential hazards tersebut dihasilkan 1 bahaya yang akan dilakukan penilaian risikonya yaitu aktivitas wisata. Untuk analisis frekuensi digunakan data Vessel Traffic Service (VTS) dari bulan Mei 2018 dengan hanya mepertimbangkan kapal wisata seperti Pleasure Vessel, Passenger Vessel, Fishing Vessel, dan Sailing Vessel sedangkan analisis konsekuensi akan memberikan rekomendasi jarak aman kapal supaya suara bawah air yang dihasilkan oleh kapal tidak memmberikan perubahan tingkat pendengaran yang signifikan bagi ikan mola-mola (150 dB) dengan jarak aman 5000 meter dan terumbu karang (157dB) dengan jarak aman 5-10 meter. Hasil rekomendasi desain PSSA yang diberikan menggunakan dasar dari desain MPA Nusa Penida dengan perubahan 2 titik koordinat berdasarkan pertimbangan satu aspek tambahan, aktivitas kapal, yang belum dimasukkan dalam pertimbangan desain MPA.

Lombok Strait is a channel where both domestic vessels and ocean-going vessels pass this water. In addition, the tourism activities around the Lombok Strait, such as Gili Trawangan and Nusa Penida, have contributed to the increase of the traffic density in this area. Due to this activity, the operation of pleasure vessel, yacht, sailing vessel, as well as passenger ferry has experienced a gradual increase annually. The existence of coral reefs and other marine biota also attracts more foreign tourists each year, which later made the Nusa Penida area proposed as the Marine Protective Areas (MPA) in 2010. However, the MPA does not have the ability to protect the area from the activity of ocean-going vessel. Hence, to increase the level of protection, it is important to propose this area to be a Particularly Sensitive Sea Area (PSSA). Formal Safety Assessment (FSA) is a structured and systematic method that aims to increase the maritime safety, including protection of life, health, environment, and property by means of risk analysis and cost-benefit assessment. The analysis proposed ten possible hazards and then narrowed into five potential hazards. Among the listed five potential hazards, only one will be analyzed, which is tourism activities. A frequency analysis was conducted by utilizing the traffic data collected from the Vessel Traffic Service (VTS) at May 2018 and the vessel type considered is limited to pleasure vessel, passenger vessel, fishing vessel, and sailing vessel. Meanwhile, the consequence analysis will provide recommendations for a safe distance, so the underwater sound produced by vessels will not has a significant impact and will not affect the normal Sunfish's (mola-mola) hearing levels (150 dB) and coral reef's hearing levels (157 dB). The recommendation for the safe distance for the Sunfish is 5000 meters and for the coral reefs is around 5-10 meters. The results of PSSA design recommendations were provided using the basis of Nusa Penida's MPA with changes in 2 coordinates based on consideration of ship activities, which has not yet been included in the design consideration of Nusa Penida's MPA.
