Abstract

Indeks Pembangunan Gender (IPG) merupakan suatu indeks yang
mengukur pencapaian pembangunan kapabilitas dasar manusia pada
bidang kesehatan, pendidikan, dan ekonomi di suatu wilayah dengan
mempertimbangkan kesetaraan antara laki-laki dan perempuan. Indeks
Pembangunan Gender (IPG) dapat menjadi indeks pencapaian kemampuan
dasar pembangunan manusia yang sama seperti Indeks Pembangunan
Manusia (IPM) dengan memperhatikan ketimpangan gender. yaitu Indeks
Pembangunan Gender (IPG) di Provinsi Papua memiliki nilai rata-rata
sebesar 79,67 yang artinya pembangunan gender makin timpang antara
perempuan dan laki- laki karena IPG di Provinsi Papua menjauhi angka
100. Penelitian ini dilakukan untuk mengetahui faktor-faktor yang diduga
berpengaruh terhadap IPG di Provinsi Papua menggunakan Regresi
Nonparametrik Spline Truncated dimana pola data faktor-faktor yang
diduga berpengaruh terhadap IPG tidak mengikuti pola data tertentu dan
ada perubahan pola pada sub interval tertentu. Variabel yang digunakan
yaitu Angka Buta Huruf (ABH) perempuan (x1), Angka Kesakitan
perempuan (x2), Tingkat Partisipasi Angkatan Kerja (TPAK) perempuan
(x3) dan Rasio Jenis Kelamin (x4). Hasil penelitian menunjukkan model
terbaik adalah menggunakan kombinasi titik knot (3,1,3,1) dan semua
variabel yang digunakan dalam penelitian ini berpengaruh signifikan
terhadap IPG di Provinsi Papua dengan koefisien determinasi dari model
ini adalah sebesar 88,76%.

The Gender Development Index (IPG) is an index that measures
the achievement of basic human capabilities development in the health,
education and economic sectors in a region by considering equality between
men and women. The Gender Development Index (IPG) can be an index of
attaining the same basic human development capabilities as the Human
Development Index (HDI) by taking into account gender disparities. namely
the Gender Development Index (IPG) in Papua Province has an average
value of 79.67, which means that gender development is increasingly
unequal between women and men because the IPG in Papua Province is
away from 100. This research was conducted to determine the suspected
factors. effect on IPG in Papua Province using Spline Truncated
Nonparametric Regression where the data pattern of the factors that are
thought to affect IPG does not follow certain data patterns and there are
changes in patterns at certain sub intervals. The variables used are female
illiteracy rate (x1), female morbidity rate (x2), female labor force
participation rate (x3) and gender ratio (x4). The results showed that the best
model is to use a combination of point knots (3,1,3,1) and all the variables
used in this study have a significant effect on GIP in Papua Province with
the coefficient of determination of this model is 88.76%.
