Abstract
Kemacetan di kota Surabaya makin bertambah setiap harinya.
Hal tersebut dikarenakan pertambahan jumlah kendaraan yang terjadi
setiap harinya. Terutama pada sepanjang jalan Kapasan – Kenjeran
dikarenakan volume arus lalu lintas sudah hampir mendekati atau
melebihi kapasitas jalan akan menimbulkan suatu kemacetan. Banyak hal
yang bisa menjadi penyebab kemacetan lalu lintas tersebut, untuk itu
diperlukan adanya penelitian – penelitian tentang kemacetan lalu lintas,
dengan harapan dapat menghasilkan solusi yang terbaik.
Berdasarkan Permasalahan tersebut maka penelitian yang akan
dilaksanakan melalui study ini adalah Efektifitas Load Balancing yaitu
dengan menyeimbangkan beban ke berbagai ruas jalan dan
mengembalikan fungsi jalan sebagai mana mestinya. Lalu mengubah
Parkir Tepi Jalan menjadi Parkir Tempat Khusus dan memperbaiki sarana
Pedestrian agar pejalan kaki berjalan pada tempat semestinya.
Berdasarkan penelitian, kondisi tingkat pelayanan yang buruk di
sebagian besar titik. Dititik pengamatan yaitu antara pertigaan menuju Jl.
Kenjeran dari arah Kapasan sampai akhir ruas Jalan Kenjeran kondisi
juga cukup parah dengan derajat kejenuhan V/C = 1.07 > 0.85.
Rekomendasi yang dapat diberikan adalah mengurangi hambatan
samping (Parkir Tepi Jalan) dan menjadikan jalan Kapasan menjadi jalan satu arah (SSA).

Congestion in the city of Surabaya is increasing every day. This
is due to the increase in the number of vehicles that occur every day.
Especially along the Kapasan – Kenjeran road because the volume of
traffic flow is approaching or exceeding the road capacity, it will cause a
traffic jam. Many things can be the cause of the traffic jam, for that it is
necessary to conduct research on traffic jams, in the hope of producing
the best solution.
Based on these problems, the research that will be carried out
through this study is the Effectiveness of Load Balancing, namely by
balancing the load on various roads and restoring the function of the road
as it should be. Then change the Roadside Parking to Park and Ride and
improve Pedestrian facilities so that pedestrians walk in their proper
places.
Based on the research, the condition of the service level is poor
in most of the points. The observation point is between the T-junction
towards road Kenjeran from the Kapasan direction to the end of the Jalan
Kenjeran section, the condition is also quite severe with the degree of
saturation V/C = 1.07 > 0.85. Recommendations that can be given are to
reduce side barriers ( Roadside Parking) and make road Kapasan a one-way street (SSA).
