Abstract

Kawasan Kembang Jepun termasuk dalam kawasan kota lama sebagai kawasan bersejarah bagi perkembangan etnis Tionghoa di Kota Surabaya. Kedatangan etnis Tionghoa membentuk karakteristik khas pada bangunan kawasan. Dalam RDTRK UP V Tanjung Perak tahun 2010 menyatakan Kawasan Kembang Jepun sebagai kawasan perdagangan dan jasa skala kota yang cenderung berkembang. Seiring berkembangnya kawasan terlihat menurunnya karakteristik bangunan.
Sebagai kawasan perdagangan dan jasa, pengendalian perubahan bangunan diperlukan melalui insentif dan disinsentif yang diterapkan karena dimungkinkan adanya pemanfaatan ruang yang dikendalikan dan didorong pengembangannya secara bersamaan. Selain itu, prinsip kedua instrumen tetap menghormati hak penerima, yang dapat mendorong perilaku penerima sesuai arahan tata ruang. Penelitian ini berfokus pada prioritas insentif dan disinsentif didasarkan bentuk insentif yang diinginkan dan disinsentif sesuai kemampuan pemilik bangunan.
Penelitian ini bertujuan untuk menentukan prioritas insentif dan disinsentif bangunan. Dalam mencapai tujuan dilakukan tiga tahapan, Pertama, identifikasi jenis perubahan melalui analisis pembobotan. Kedua, penentuan faktor yang mempengaruhi perubahan bangunan melalui confirmatory factor analysis (CFA). Ketiga, penentuan prioritas insentif dan disinsentif bangunan melalui analytical hierarchy process (AHP).
Dari hasil penelitian, prioritas insentif pada perubahan rendah dan sedang berupa pemberian subsidi, pembebasan/pengurangan pajak, dan pengurangan retribusi sedangkan disinsentif berupa kewajiban memberi kompensasi, pengenaan pajak dan retribusi tinggi. Prioritas insentif perubahan tinggi berupa pemberian subsidi, pengurangan retribusi, dan pembebasan/pengurangan pajak sedangkan disinsentif berupa pengenaan pajak tinggi, kewajiban memberi kompensasi, dan pengenaan retribusi tinggi.

The historical district for the development of Chinese people in Surabaya is the region of Kembang Jepun, which is included in the old city area. The particular building characteristic was formed by the arrival of Chinese people. According to RDTRK UP V Tanjung Perak 2010, Kembang Jepun is a growing location for trade and services. The construction characteristics of Kembang Jepun have changed over time.
Because its development is regulated and driven concurrently, the commerce and services sector need incentives and disincentives for regulating building modifications. Both tools are based on the idea of honoring building owners while still being able to adhere to government regulations. This research examines the importance of incentives and disincentives based on the owner's ability.
The purpose of this research is to assess the importance of incentives and disincentives for heritage construction in the Kembang Jepun region. There are three stages to attain the purpose. First, identify the building changes with scoring analysis. Second, determination the factor that affect of building changes with confirmatory factor analysis (CFA). Third, determination the priority of incentives and disincentives building with analytical hierarchy process (AHP). As a result, the priority of incentives for low and medium-level building improvements is subsidies, tax exemption/reduction, and levies reduction. Disincentives include the requirement to compensate and the imposition of excessive taxes and levies. Incentives for high performance are prioritized.
