Abstract
Kondisi armada kapal indonesia yang berada pada usia memasuki umur tua, memungkinkan kapal akan didaur ulang sebagai solusi terbaik. Namun kondisi di lapangan, proses daur ulang kapal tersebut masih banyak yang tidak taat aturan terutama pada efek pekerja dan juga efek terhadap lingkungan. Di Indonesia, masih banyak galangan daur ulang kapal yang tidak memperhatikan efek terhadap pekerja dan efek terhadap lingkungan dan kebanyakan masih bersifat galangan tradisional. Maka dari itu, salah satu solusi terbaik adalah dengan pembaharuan regulasi yang ada, yaitu meratifikasi Hong Kong International Convention for The Safe and Environmentally Sound Recycling of Ships. Ketika diterapkannya konvensi ini, pihak galangan daur ulang kapal harus menyesuaikan terhadap konvensi tersebut, maka melalui penelitian ini bisa dijadikan sebagai gambaran nantinya jika terjadi ratifikasi, karena tujuan dari penelitian ini adalah untuk mengetahui perbandingan hasil gap yang terjadi antara kondisi eksisting dan kondisi standar atau ideal. Dan juga pada penelitian ini difokuskan pada analisa penilaian kondisi Kesehatan dan Keselamatan Kerja (K3). Untuk mengevaluasi kondisi galangan daur kapal tersebut menggunakan metode gap analisis dengan membandingan kondisi ideal dengan kondisi eksisting saat itu. Selanjutnya pada point K3, dilakuakan analisa menggunakan metode Hazard Identification Risk Aasassment Risk Control (HIRARC), pada metode ini dilakukan dengan cara mengidetifikasi bahaya, memberikan penilaian risiko dan merekomendasikan cara pengendaliannya. Dari hasil penelitian ini melalui metode gap analisis didapatkan nilai rata – rata yaitu 2 yang berarti bahwa nilai ini masih sangat rendah karena nilai 0 - 2 dikategorikan masih banyak indikator sub clausul yang tidak ada atau tidak ditangani. Selanjutnya pada penelitian melalui metode HIRARC didapatkan sebanyak 60 risik matriks, yang berisi kategori penilaian Low, Moderat, High dan Extreme.

The condition of the Indonesian fleet, which is in its old age, allows ships to be recycled as the best solution. However, conditions in the field, there are still many ship recycling processes that do not obey the rules, especially on the effect of workers and also the effect on the environment. In Indonesia, there are still many ship recycling yards that do not pay attention to the effects on workers and the effects on the environment and most of them are still traditional shipyards. Therefore, one of the best solutions is to renew existing regulations, namely to ratify the Hong Kong International Convention for The Safe and Environmentally Sound Recycling of Ships. When the implementation of this convention, the ship recycling shipyard must adjust to the convention, so through this research it can be used as an illustration later if there is ratification, because the purpose of this research is to compare the results of the gap that occurs between existing conditions and standard or ideal conditions. And also in this study focused on the analysis of the assessment of the condition of Occupational Health and Safety (OHS). To evaluate the condition of the shipyard, the gap analysis method is used by comparing the ideal conditions with the existing conditions at that time. Furthermore, at the OHS point, an analysis is carried out using the Hazard Identification Risk Assessment Risk Control (HIRARC) method, this method is carried out by identifying hazards, providing risk assessments and recommending how to control them. From the results of this study through the gap analysis method, the average value is 2, which means that this value is still very low because the value of 0 - 2 is categorized as still many sub-clause indicators that do not exist or are not handled. Furthermore, in research using the HIRARC method, 60 risk matrices were obtained, which contained the assessment categories of Low, Moderate, High and Extreme.
