Abstract

Pemanfaatan gas sebagai sumber energi merupakan salah satu isu penting yang menjadi perhatian dalam beberapa tahun terakhir. Menteri Energi dan Sumber Daya Mineral Republik Indonesia saat ini berencana untuk menjamin ketahanan energi nasional dan meningkatkan neraca perdagangan nasional, serta mempercepat penggunaan gas di sektor ketenagalistrikan. Kementerian Energi dan Sumber Daya Mineral mengeluarkan peraturan untuk segera melaksanakan proses gasifikasi di 52 pembangkit listrik di Indonesia melalui Nomor 13K Tahun 2020 tentang Penugasan Penyediaan dan Pembangunan Infrastruktur Liquefied Natural Gas (LNG), serta Konversi Minyak Bumi. Penggunaan Bahan Bakar dengan Liquefied Natural Gas (LNG) untuk melakukan gasifikasi pada pembangkit listrik di Indonesia. Pada penelitian ini, distribusi LNG dirancang dengan menggunakan metode Capacitated Vehicle Routing Problem (CVRV) untuk meminimalkan biaya transportasi dan pemanfaatan armada yang optimal. Dalam metode ini, kendaraan yang digunakan memiliki kapasitas yang terbatas dan sama, untuk semua kendaraan yang harus melayani permintaan dari sumber dengan satu jenis kargo yang diangkut. Di dalam pendistribusian juga terdapat Hub yang digunakan untuk memperkecil jarak dari sebuah kapal. Selain meminimalkan biaya, ada pertimbangan lain dalam mengoptimalkan armada seperti panjang kapal, draft kapal, GT kapal, konsumsi bahan bakar, kecepatan pelayanan kapal, harga sewa, dan kapasitas muat kapal. Tujuan dari penelitian ini adalah untuk mengetahui pola distribusi LNG untuk sembilan pembangkit listrik di wilayah Bali-Nusa Tenggara, yang meliputi PLTG Gilimanuk, MPP Jeranjang, PLTMG Sumbawa, PLTMG Bima, PLTMG Maumere, PLTMG Alor, PLTMG Kupang, PLTMG Waingapu , dan PLTMG Rangko (Flores). Setelah mendapatkan rute dan pilihan armada yang optimal, penelitian ini menghitung biaya pengiriman dari rute-rute yang dirancang. Hasil kajian optimasi ini menunjukkan bahwa pengangkutan dilakukan dengan menggunakan tiga Kapal 1, dan satu kapal LCT 300, dengan Hub terletak di Benoa dan Flores. Total biaya untuk skenario ini adalah $51,398,568 dengan kapal LCT mengangkut Tangki ISO, dan mini LNG-Carrier mengangkut LNG dari Kilang LNG menuju HUB.

Utilization of gas as an energy source is one of the important issues that have received attention in recent years. The Minister of Energy and Mineral Resources of the Republic of Indonesia currently plans to ensure national energy security and improve the national trade balance, as well as accelerate the use of gas in the electricity sector. The Ministry of Energy and Mineral Resources issued a regulation to immediately implement the gasification process at 52 power plants in Indonesia through Number 13K of 2020 concerning the Assignment of Liquefied Natural Gas (LNG) Provision and Infrastructure Development, and Crude Oil Conversion. Use of Liquefied Natural Gas (LNG) fuel for gasification at power plants in Indonesia. In this study, LNG distribution was designed using the Capacitated Vehicle Routing Problem (CVRV) method to minimize transportation costs and optimal fleet utilization. In this method, the vehicles used have a limited and equal capacity, for all vehicles that must serve requests from sources with one type of cargo being transported. In the distribution there is also a Hub which is used to reduce the distance from a ship. In addition to minimizing costs, there are other considerations in optimizing the fleet such as ship length, ship draft, ship GT, fuel consumption, ship service speed, rental rates, and ship loading capacity. The purpose of this study was to determine the distribution pattern of LNG for nine power plants in the Bali-Nusa Tenggara region, which include PLTG Gilimanuk, MPP Jeranjang, PLTMG Sumbawa, PLTMG Bima, PLTMG Maumere, PLTMG Alor, PLTMG Kupang, PLTMG Waingapu, and PLTMG Rangko. (Flores). After getting the optimal route and choice of fleet, this study calculates the shipping costs of the designed routes. The results of this optimization study indicate that the transportation is carried out using three Vessel 1, and one LCT 300 ship, with the Hubs located in Benoa and Flores. The total cost for this scenario is $51,398,568 with LCT vessels transporting ISO Tanks, and mini LNG-Carriers transporting LNG from the LNG Plant to the HUB.
