Abstract

Pembangunan merupakan persoalan penting bagi sebuah negara sehingga perlu adanya upaya atau strategi dalam menyukseskan pembangunan di masa mendatang. Sustainable Development Goals (SDGs) merupakan wadah bagi sebuah wilayah dalam mengembangkan potensi wilayahnya melalui indikator-indikator yang ada pada SDGs. Pelokalan SDGs hingga tingkat desa yang terdiri dari 18 tujuan guna menggalang kontribusi dan partisipasi dalam mencapai target pembangunan tahun 2030. Salah satu wilayah yang telah berhasil melakukan pendataan SDGs Desa tepat waktu adalah Kabupaten Sidoarjo. Analisis lebih lanjut perlu dilakukan terhadap karakteristik indikator SDGs Desa di Kabupaten Sidoarjo serta pengelompokan desa berdasarkan indikator tujuan SDGs Desa bidang ekonomi. Salah satu metode yang dapat digunakan analisis cluster ensamble ROCK.Hasil pengelompokan menunjukkan bahwa terdapat 2 cluster terbentuk pada indikator pertumbuhan ekonomi merata dengan cluster tinggi yang memiliki sumber penghasilan utama dari pertanian dengan produk utama yaitu padi, 2 cluster pada indikator infrastruktur dan inovasi sesuai kebutuhan dengan cluster tinggi memiliki industri mikro kecil dan menengah yang unggul, 3 cluster pada indikator desa tanpa kesenjangan dengan cluster tinggi memiliki keluarga miskin yang tinggi, 2 cluster pada indikator konsumsi dan produksi desa sadar lingkungan dengan cluster tinggi memiliki desa yang tidak mengalami pencemaran air, 2 cluster pada indikator kemitraan untuk pembangunan dengan cluster tinggi memiliki kantor pos dan jasa ekspedisi yang tinggi, dan 2 cluster final untuk seluruh indikator bidang ekonomi dengan cluster tinggi yang cenderung unggul pada setiap variabel bidang ekonomi.

Development is an important issue for a country so that efforts or strategies are needed to make development successful in the future. Sustainable Development Goals (SDGs) are a forum for a region to develop its regional potential through the indicators contained in the SDGs. The localization of SDGs to the village level, which consists of 18 objectives to gather contributions and participation in achieving the 2030 development target. One of the areas that has succeeded in collecting Village SDGs data on time is Sidoarjo Regency. Further analysis needs to be done on the characteristics of the Village SDGs indicators in Sidoarjo Regency, as well as the grouping of villages based on the indicators of the objectives of the Village SDGs in the economic sector. One method that can be used is the ROCK ensemble cluster analysis. The grouping results show that there are 2 clusters formed on the economic growth indicator evenly with a high cluster which has the main source of income from agriculture with the main product, namely rice, 2 clusters on infrastructure indicators and innovation according to needs with high cluster has superior micro, small and medium industries, 3 clusters on village indicators without gaps with high clusters having high poor families, 2 clusters on consumption and production indicators of environmentally conscious villages with high clusters having villages that do not experience water pollution, 2 clusters on the partnership indicator for development with a high cluster having a high post office and courier service, and the final 2 clusters for all indicators in the economic sector with a high cluster which tend to excel in every variable in the economic field.
