Abstract

Kawasan Ekonomi Khusus (KEK) Mandalika merupakan KEK Pariwisata sehingga pembangunannya ditujukan untuk meningkatkan pariwisata di Mandalika menjadi kelas dunia. Didukung dengan proses pembangunan sirkuit MotoGP, akan semakin menarik minat wisatawan berlibur di daerah KEK Mandalika. Berdasarkan latar belakang tersebut, diperlukan sebuah floating structure yang akan berperan menjadi floating convention and exhibition (COEX) di wilayah tersebut dan juga menjadi venue berskala internasional. Floating COEX juga dilengkapi dengan marina lounge sebagai tempat yacht berlabuh dan menjadi salah satu opsi daya tarik pariwisata. Ukuran utama yang didapat berdasarkan luasan yang mengacu pada convention hall yang telah ada yaitu JX International Expo, Tunjungan Plaza Convention and Exhibition, dan Bali Nusa Dua Convention Center yang disesuaikan dengan rasio perbandingan ukuran utama pada regulasi yang ada maka didapatkan LoA = 80 m, B = 20,5 m, H = 8,5 m, T = 5 m. Payload luasan floating structure adalah 1435 m2 dengan jumlah total pengunjung sebanyak 1.112 (on board) dan 45 kru. Analisis teknis yang dilakukan berupa perhitungan berat, perhitungan stabilitas, perhitungan trim, dan perhitungan freeboard. Kemudian dilanjutkan dengan mendesain Rencana Garis, Rencana Umum, Rencana Keselamatan, dan desain model 3D. Terakhir, dilakukan analisis ekonomis. Biaya total pembangunan floating structure adalah Rp 78.129.550.183 dan biaya operasional adalah Rp 44.412.924.379 /tahun. Hasil perhitungan kelayakan investasi didapatkan untuk tiga versi, versi pertama memiliki nilai net present value (NPV) yaitu Rp 51.961.474.272, nilai internal rate return (IRR) yaitu 19,58%, dan payback period selama 7 tahun 6 bulan 13 hari.Versi kedua memiliki nilai NPV sebesar Rp 32.537.935.369, nilai IRR yaitu 16,45%, dan payback period selama 9 tahun 7 bulan 20 hari. Versi ketiga memiliki nilai NPV sebesar Rp 13.114.396.466, nilai IRR yaitu 13,19%, dan payback period selama 13 tahun 7 bulan 27 hari.

Mandalika Special Economic Zone (SEZ), a.k.a. Kawasan Ekonomi Khusus (KEK), is a Tourism SEZ so that its development aim at increasing tourism in Mandalika to be a world class tourism. Supported by the process of the construction of MotoGP circuit, it will increasingly attract tourists to have vacation in the Mandalika SEZ area. Based on this background, a floating structure is needed that will act as a floating convention and exhibition (COEX) in the area and become an international scale venue. Floating COEX is also equipped with a marina lounge as a place for yachts to berth and become one of the tourist attraction options. The main size was obtained from the area that refers to the existing convention hall, namely JX International Expo, Tunjungan Plaza Convention and Exhibition, and Bali Nusa Dua Convention Center which is adjusted to the ratio of the main size comparisons in existing regulations then obtained Loa = 80 m, B = 20.5 m, H = 8.5 m, T = 5 m. The payload area of the floating structure is 1435 m2 with a total number of 1,112 passengers (on board) and 45 crew. Technical analyses that are carried out include weight calculation, stability calculation, trim calculation, and freeboard calculation. The results of the calculations are then used to design Lines Plan, General Arrangement, Safety Plan, and 3D model. Lastly, an economic analysis is carried out. The total cost of constructing the floating structure is Rp 78.129.550.183 and the annual operational cost is Rp 44.412.924.379. The results of the calculation of investment feasibility are obtained for three versions, the first version has a Net Present Value (NPV) of IDR 51.961.474.272, the Internal Rate Return (IRR) value of 19,58%, and a Payback Period of 7 years 6 months 13 days. The second version’s NPV value is Rp. 32.537.935.369, the IRR value is 16.45%, and the payback period is 9 years 7 months 20 days. The third version has an NPV value of Rp 13.114.396.466, an IRR value of 13,19%, and a payback period of 13 years 7 months 27 days.
