Abstract

Indonesia is a country that has abundant natural resources. Oil and gas with the type of Liquefied Natural Gas or commonly known as Liquified Natural Gas (LNG). In order to design, build and operate a gas-fuelled vessel in a safe and sustainable way, these risks will have to be thoroughly investigated and minimised. Important risk-related items to consider include: High energy content of the LNG tank; Explosion hazard in case of gas leakage; Extremely low temperatures of the LNG fuel. Based on the facts that a gas-fuelled vessel there is a risk of accidents. Therefore to minimize risks and ensure that the fuel system remains safe from all possibilities, a safety system is needed. This final project discusses the risk assessment on the design of the Harbor Tug ship. This final project begins with conducting a risk assessment. The risk assessment begins with identifying hazards using Hazard and Operability (HAZOP) followed by frequency analysis using Fault Tree Analysis (FTA) and Event Tree Analysis (ETA) methods to determine the types of potential hazards and their frequency. Next, carry out a consequence analysis using ALOHA, after that a risk level mapping is carried out using the UK HSE standard f-N Curve to determine the number of human consequences affected. If the risk mapping shows an unacceptable condition, it is necessary to take mitigation measures using the Layers of Protection Analysis (LOPA) method. The results of the consequence analysis using fire modeling software show the results of modeling various forms of fire and the affected areas. Based on the risk mapping for each hazard that occurs, the results show that the risk assessment carried out is in acceptable and As Low As Reasonably Practicable (ALARP) conditions. From the results of the risk mapping carried out, mitigation is not needed in this research.

Indonesia merupakan negara yang memiliki kekayaan sumber daya alam yang sangat melimpah. Migas dengan jenis Gas Alam yang dicairkan atau biasa dikenal dengan Liquified Natural Gas (LNG). Untuk merancang, membangun, dan mengoperasikan kapal berbahan bakar gas dengan cara yang aman dan berkelanjutan, risiko ini harus diselidiki dan diminimalkan secara menyeluruh. Hal-hal penting terkait risiko yang perlu dipertimbangkan meliputi: Kandungan energi yang tinggi dari tangki LNG; Bahaya ledakan jika terjadi kebocoran gas; Temperatur bahan bakar LNG yang sangat rendah. Berdasarkan fakta bahwa kapal berbahan bakar gas ada risiko kecelakaan. Oleh karena itu untuk meminimalkan risiko dan memastikan sistem bahan bakar tetap aman dari segala kemungkinan, diperlukan sistem keselamatan. Tugas akhir ini membahas tentang penilaian risiko pada desain kapal Harbour Tug. Pada tugas akhir ini diawali dengan melakukan penilaian risiko. Penilaian risiko diawali dengan melakukan identifikasi bahaya menggunakan Hazard and Operability (HAZOP) dilanjutkan dengan melakukan analisa frekuensi meggunakan metode Fault Tree Analysis (FTA) dan Event Tree Analysis (ETA) untuk mengetahui jenis potensi bahaya dan frekuensinya. Selanjunya melakukan analisa konsekuensi dengan menggunakan ALOHA, setelah itu dilakukan pemetaan tingkat risiko menggunakan f-N Curve standar UK HSE untuk mengetahui jumlah konsekuensi manusia yang terdampak. Apabila pemetaan risiko menunjukkan kondisi unacceptable maka perlu dilakukan tindakan mitigasi dengan metode Layers of Protection Analysis (LOPA). Hasil analisa konsekuensi menggunakan fire modelling software menujukkan hasil permodelan berbagai bentuk api dan daerah yang terkena dampaknya. Berdasarkan pemetaan risiko pada setiap bahaya yang terjadi, hasil menujukkan bahwa penilian risiko yang dilakukan berada pada kondisi acceptable dan As Low As Reasonably Practicable (ALARP). Dari hasil pemetaan risiko yang dilakukan, mitigasi tidak diperlukan dalam penelitian ini.
