Abstract
Indikator Tingkat Pengangguran Terbuka (TPT) yang semakin rendah dapat digunakan untuk menilai keberhasilan suatu daerah tak terkecuali wilayah Provinsi Jawa Timur. Tingkat pengangguran di Jawa Timur pada 2020 melonjak naik sebesar 2% dari tahun sebelumnya dikarenakan banyak perusahaan terpaksa melakukan PHK terhadap karyawan karena adanya pandemi. Upaya pemerintah tentu ingin menekan TPT, akan tetapi pada kenyataannya sangat sulit dengan berbagai hal parameter dan pertimbangan di lapangan. Dampak yang ditimbulkan dari adanya pengangguran sangatlah kompleks dan menimbulkan berbagai masalah di masyarakat, sehingga untuk mengatasi itu akan lebih mudah jika mengetahui faktor-faktor apa saja yang sangat mempengaruhi tingkat pengangguran terbuka di Jawa Timur. Variabel yang diduga berpengaruh adalah kepadatan penduduk, Angka Partisipasi Kasar (APK), Produk Domestik Regional Bruto (PDRB) dan rasio ketergantungan. Meninjau dari banyaknya kabupaten/kota di Jawa Timur dan juga mempertimbangkan elemen waktu dari tahun ke tahun maka digunakan data panel, yaitu gabungan dari data time series dan cross section yang dapat digunakan untuk mengetahui karakteristik masing-masing kabupaten/kota di Jawa Timur dalam periode waktu tertentu dengan menggunakan Common Effect Model (CEM), Fixed Effect Model (FEM), dan Random Effect Model (REM). Hasil estimasi regresi data panel didapatkan model terbaik yaitu model FEM efek individu dan waktu dengan variabel signifikan kepadatan penduduk, PDRB, dan rasio ketergantungan dengan koefisien determinasi sebesar 76,77%

The lower Open Unemployment Rate (OUR) indicator can be uses to assess the success of an area, including East Jawa Province. The unempoyment rate in East Java in 2020 jumped up by 2% from the previous year because many companies have been forced to lay off employees due to the pandemic. The government's efforts of course want to suppress OUR, but in reality it is very difficult with various parameters and considerations in the field. The impact of unemployment is very complex and causes various problems in society, so to overcome it will be easier if you know what factors greatly affect the open unemployment rate in East Java. The variables thought to have an effect are population density, Gross Participation Rate (GPR), Gross Regional Domestic Product (GRDP) and dependency ratio. Considering the number of districts/cities in East Java and also considering the time element from year to year, panel data is used, which is a combination of time series and cross-sectional data that can be used to determine the characteristics of each district/city in East Java over a period of time using the Common Effect Model (CEM), Fixed Effect Model (FEM), and Random Effect Model (REM). The results of the panel data regression estimation obtained the best model is the FEM model of cross section and time series effects with significant variables of population density, GRDP, and dependency ratio with 76,77% of coefficient determination.
