Abstract

PT Kawasan Industri Terpadu Batang sedang berfokus mengembangkan kawasan pada kluster 1 seluas 3.100 Ha dengan fase pekerjaan pertamanya berada pada lokasi dengan luas 450 Ha. Pengembangan kawasan ini memiliki tiga prinsip dasar yaitu Smart Society (Ekosistem Masyarakat Cerdas), Smart Environment & Infrastructure (Lingkungan dan Infrastruktur Cerdas) serta Smart Economy (Ekonomi Cerdas) beserta dua Design Intervention (Intervensi Desain) yaitu Smart Experience (Pengalaman Cerdas) dan Smart Planning (Perencanaan Cerdas). Dalam tahap pengembangannya, pada kawasan industri ini ditemukan dua masalah yaitu banjir yang berdampak kepada proses pekerjaan kawasan dan aktivitas masyarakat dan penanganan terhadap air yang perlu dikembangkan untuk mengatasi permasalahan di masa yang akan datang. Water Sensitive Urban Design (WSUD) adalah pendekatan pengelolaan air di kota-kota besar dan kecil yang menangani masalah kuantitas dan kualitas air (Wellington City Council, 2005). WSUD mengacu pada proses sistem alam dan mengadaptasinya agar sesuai dengan lingkungan perkotaan. Dalam merumuskan arahan pengembangan kawasan sempadan sungai di Kawasan Industri terpadu Batang berdasarkan konsep WSUD dilakukan melalui beberapa tahapan yaitu mengidentifikasi komponen WSUD untuk mengetahui ketersediaan komponen pada kondisi eksisting, setelah itu dilakukan analisis dengan melakukan penilaian kinerja komponen yang tersedia melalui content analysis (CA) berdasarkan hasil wawancara dengan pihak PT Kawasan Industri Terpadu Batang dan Balai Besar Wilayah Sungai (BBWS), merumuskan arahan pengembangan kawasan sempadan sungai di Kawasan Industri terpadu Batang berdasarkan konsep WSUD menggunakan analisis Triangulasi dengan membandingkan hasil temuan sasaran 2 berdasarkan hasil identifikasi, regulasi dan standar, serta penelitian/kajian terdahulu. Dari hasil analisis ditemukan beberapa arahan yang berfokus dalam pengembangan kawasan sempadan sungai di kawasan industri dengan mengadaptasikan atau menerapkan komponen yang kemudian dijabarkan dalam beberapa variabel WSUD. Beberapa arahan yang dihasilkan dibagi kedalam dua jenis yaitu arahan utama yang terdiri dari pembangunan jalan dengan memperbanyak area resapan serta pemanfaatan trotoar/jalur pejalan kaki sebagai area resapan. Selain itu, untuk arahan tambahan terdiri dari pemanfaatan area buffer Sungai, membuat area sekitar filtrasi/kolam retensi menjadi area yang aktif, melakukan kontrol dan evaluasi terhadap kondisi drainase, memberikan signage berupa peringatan untuk menjaga kebersihan, mengontrol proses konstruksi yang dilakukan, membangun lansekap, pembangunan crossover, pembukaan lahan yang berfungsi untuk treatment area, memperbanyak area infiltrasi, penggunaan Bioretention dan Bioswale serta pembangunan cekungan detensi yang memadukan antara bidah tanah dengan topografi yang berumput. Dari semua arahan dihasilkan rekomendasi kedepannya untuk pihak PT Kawasan Industri Terpadu Batang dan Balai Besar Wilayah Sungai dalam mengelola kawasan khususnya kawasan sempadan sungai Pelabuhan di dalam Kawasan Industri terpadu Batang.

PT Kawasan Industri Terpadu Batang focuses on developing an area in cluster 1 of 3,100 Ha, with the first phase of work being a location with an area of 450 Ha. The development of this area has three basic principles, namely Smart Society (Smart Community Ecosystem), Smart Environment & Infrastructure (Smart Environment and Infrastructure), and Smart Economy (Smart Economy), along with two Design Interventions, namely Smart Experience (Smart Experience) and Smart Planning (Smart Planning). In the development stage in this industrial area, two problems were found: flooding, which impacted the area's work processes and community activities, and the water handling that needed to be developed to overcome future problems. Water Sensitive Urban Design (WSUD) is an approach to water management in cities and towns that addresses water quantity and quality issues (Wellington City Council, 2005). WSUD refers to natural system processes and adapts them to suit the urban environment. In formulating directions for the development of river border areas in the Batang Integrated Industrial Estate based on the WSUD concept, it is carried out through several stages, namely identifying WSUD components to determine the availability of components in existing conditions, after that an analysis is carried out by evaluating the performance of available components through content analysis (CA) based on the results. interview with PT Kawasan Industri Terpadu Batang and Balai Besar Sungai Besar (BBWS), formulating directions for developing river border areas in the Batang Integrated Industrial Estate based on the WSUD concept using triangulation analysis by comparing the findings of target 2 based on the results of identification, regulations and standards, as well as research / previous studies. From the analysis results, it was found that several directions focused on developing river border areas in industrial areas by adapting or implementing components which were then described in several WSUD variables. Some of the directions produced are divided into two types: the main direction, which consists of road construction by increasing the absorption area and using sidewalks/pedestrian paths as absorption areas. In addition, additional directions consist of utilization of river buffer areas, making the area around the filtration/retention pond an active area, controlling and evaluating drainage conditions, providing signage in the form of warnings to maintain cleanliness, controlling the construction process carried out, building landscaping, construction of crossovers, clearing of land that functions as a treatment area, increasing infiltration areas, the use of Bioretention and Bioswale as well as the construction of detention basins that combine land plots with grassy topography. From all the directions, recommendations are made for the future for PT Kawasan Industri Terpadu Batang and Balai Besar Sungai Besar in managing the area, especially the river border area for the Port in the Batang Integrated Industrial Estate.
