Abstract
Beban rata-rata energi nasional PDAM adalah Rp. 345/m3, dengan persentase 50%-80% beban energi berasal dari pompa distribusi. PDAM Bandarmasih memiliiki beban energi sebesar Rp. 570/m3, nilai tersebut masih melebihi beban energi rata-rata nasional, sehingga perlu adanya peningkatan efisiensi energi. Salah satu upaya dalam meningkatkan efisiensi energi adalah dengan mengurangi jam operasi pompa distribusi melalui menerapkan elevated reservoir saat waktu beban puncak (WBP) PLN (17.00-22.00) atau saat jam puncak konsumsi (05.00-08.00 dan 17.00-22.00) yang direncanakan di unit pelayanan booster S. Parman.
Tujuan dari penelitian ini adalah menganalisis kondisi parameter energi dan hidrolis pada sistem pengaliran air dengan pemompaan penuh, perbandingan tingkat efisiensi energi jika menerapkan sistem pengaliran elevated reservoir, aspek teknis dan finansial dari masing-masing sistem pengaliran air. Metode analisis yang digunakan dalam penelitian ini adalah simulasi hidrolika jaringan dan energi listrik (menggunakan Software Epanet) dan simulasi finansial (menggunakan Net Present Value, Benefit Cost Ratio, dan Payback Period).
Beban energi pada sistem pengaliran pemompaan penuh adalah Rp. 678.853.128 per tahun dengan tekanan rata-rata di jam minimum 57,59 meter dan di jam puncak 49,49 meter. Sedangkan kecepatan aliran di jam minimum dan jam puncak terdapat 74% dan 64% jumlah pipa dengan kecepatan kurang dari 0,3 m/s. Kemudian berdasarkan analisis teknis dan finansial sistem pengaliran elevated reservoir saat jam puncak dipilih sebagai sistem yang cukup efektif diterapkan dengan total 7 unit elevated reservoir. Sistem ini dapat mengurangi jam operasi pompa selama 6 jam per hari di awal periode, sehingga dapat menghemat biaya listrik sebesar Rp. 155.571.516 per tahun atau sebesar 23% dengan tekanan rata-rata di jam puncak sebesar 19,34 meter. Penerapan sistem ini membutuhkan biaya investasi sebesar Rp. 6.193.479.820 selama periode 20 tahun dengan NPV Rp. 30.087.372.830, BCR 5,8 dan PP 3,9 tahun.

The PDAM's average national energy expense is Rp. 345/m3, with a proportion of 50% -80% of the energy load coming from the distribution pump. PDAM Bandarmasih has an energy load of Rp. 570/m3, this value still exceeds the national average energy load, so it is necessary to increase energy efficiency. One of the efforts to improve energy efficiency is to reduce the operating hours of distribution pumps by applying a reservoir during PLN's peak load time (17.00-22.00) or during peak consumption hours (05.00-08.00 and 17.00-22.00), which are planned in booster S. Parman service units.
The purpose of this study is to analyse the condition of the energy and hydraulic parameters in a fully pumped water drainage system, a comparison of the level of energy efficiency when implementing an elevated reservoir drainage system, technical and financial aspects of each water drainage system. The analytical methods used in this study are network hydraulics and electrical energy simulations (using Epanet Software) and financial simulations (using Net Present Value, Benefit Cost Ratio, and Payback Period).
The energy load on the full pumping flow system is Rp. 678,853,128 per year with an average pressure at the minimum hour of 57.59 meters and at the peak hour of 49.49 meters. Meanwhile, the flow velocity at the minimum and peak hours is 74% and 64% of pipes with a speed of less than 0.3 m/s. Then, based on technical and financial analysis, the elevated reservoir flow system during peak hours was chosen as a fairly effective system to be implemented with a total of 7 elevated reservoir units. This system can save electricity costs of Rp. 155,571,516 per year or 23% with an average pressure at peak hours of 19.34 meters. The implementation of this system requires an investment of Rp. 6,193,479,820 over a period of 20 years with an NPV of Rp. 30,087,372,830, BCR 5.8 and PP 3.9 years. This system can reduce pump operating hours by 6 hours per day at the beginning of the period.
