Abstract

Kebutuhan masyarakat Indonesia hampir seluruhnya didistribusikan melalui tranportasi laut. Oleh karena itu, kebutuhan akan transportasi laut sangat meningkat tajam. Hal tersebut dibuktikan pada tahun 2016-2020 dimana kedatangan kapal dan arus peti kemas mengalami peningkatan yang signifikan. Saat ini, utilitas fasilitas pelabuhan dan bongkar muat di Terminal Teluk Lamong dalam kategori baik dengan Berth Occupancy Ratio (BOR) tahun 2020 adalah 45,35%. Dengan menggunakan simulasi software ARENA didapatkan BOR sebesar 50%, utilitas STS sebesar 42%, dan utilitas ASC sebesar 22%. Setiap tahunnya arus peti kemas selalu mengalami peningkatan. Pembuatan model simulasi diperlukan untuk memprediksi nilai kinerja dan utilitas fasilitas dan peralatan bongkar muat pada tahun 2025. Hasil prediksi pada tahun 2025 dengan melakukan pemodelan simulasi kegiatan bongkar muat peti kemas di Terminal Teluk Lamong didapatkan prediksi BOR adalah 97%, utilitas STS adalah 78%, dan utilitas ASC adalah 39%. BOR tidak memenuhi standar yang ditetapkan oleh Direktur Jenderal Perhubungan Laut (DJPL). Oleh karena itu, diperlukan pengembangan kinerja untuk tetap memenuhi standar yang telah ditetapkan oleh DJPL. Kemudian dilakukan skenario pengembangan dengan 3 skenario yang berbeda sehingga dari skenario tersebut didapatkan hasil skenario yang terbaik yaitu skenario ketiga antara lain adalah dengan melakukan penambahan 1 unit STS dan mempercepat kecepatan menjadi 25 box/jam. Sehingga dari skenario tersebut didapatkan hasil: BOR adalah 63%, utilitas STS adalah 52%, dan utilitas ASC adalah 39%.

The needs of the Indonesian people are almost entirely distributed through sea transportation. Therefore, the need for sea transportation is greatly increasing. This was proven in 2016-2020 where ship arrivals and container flows experienced a significant increase. Currently, the utility of port facilities and loading and unloading at Teluk Lamong Terminal is in good category with the 2020 Berth Occupancy Ratio (BOR) of 45.35%. By using the ARENA software simulation, the BOR is 50%, the STS utility is 42%, and the ASC utility is 22%. Every year the flow of containers always increases. Making a simulation model is needed to predict the performance value and utility of loading and unloading facilities and equipment in 2025. The prediction results in 2025 by modeling the simulation of container loading and unloading activities at Teluk Lamong Terminal obtained predictions of BOR is 97%, utility STS is 78%, and ASC utility is 39%. BOR does not meet the standards set by the Director General of Sea Transportation (DJPL). Therefore, it is necessary to develop performance to continue to meet the standards set by DGST. Then a development scenario with 3 different scenarios was carried out so that from this scenario the best scenario results were obtained, namely the third scenario, among others, by adding 1 STS unit and accelerating the speed to 25 boxes/hour. So from this scenario the results obtained: BOR is 63%, STS utility is 52%, and ASC utility is 39%.
