Abstract
PT XYZ mengoperasikan pipa transmisi gas sepanjang 369,7 km untuk mengalirkan gas ± 600 MMSCFD ke industri petrokimia, pembangkitan listrik, dan bahan bakar industri lainnya di Jawa Timur. Adanya freespan di jalur offshore disebabkan oleh pengaruh lingkungan. Kondisi freespan dapat menyebabkan pipa gas mengalami kebocoran sehingga diperlukan intervensi berupa freespan correction. Dalam pengerjaannya, proyek freespan correction pipa gas offshore 28” dari Pulau Pagerungan ke Onshore receiving facilities (ORF) Porong Sidoarjo menghadapi permasalahan-permasalahan yang mengakibatkan keterlambatan dalam pemenuhan deadline proyek. Metode lean construction dinilai tepat untuk menyelesaikan masalah dengan memetakan aliran nilai, mengidentifikasi pemborosan, menentukan akar penyebab pemborosan, merumuskan tindak lanjut, kemudian melakukan tindakan perbaikan. Tahap engineering dilakukan tepat waktu sesuai rencana, yaitu 42 hari kerja. Tahap Procurement terjadi keterlambatan pengadaan sewa working vessel mencapai 28 hari kalendar. Tahap Konstruksi terjadi keterlambatan akibat menunggu di kegiatan sandar kapal mencapai 4 hari kalendar. Hal ini berdampak pada keterlambatan pekerjaan secara keseluruhan hingga 185,6 hari kalendar. Perangkat pemetaan aktivitas yang dipilih adalah process activity mapping (PAM). Menurut PAM, pemborosan teridentifikasi terdiri dari waktu tunggu proses pengadaan bahan dan peralatan mencapai 17 hari kalendar (total) dan waktu tunggu yang tidak direncanakan di pelabuhan selama 2 hari. Dengan mengembangkan model Risk Breakdown Structure, tindakan korektif yang akan diterapkan adalah dengan menentukan jumlah minimum calon vendor kapal yang bekerja, membuat timeline yang terperinci untuk aplikasi izin, menetapkan indikator kinerja utama untuk agen izin. Oleh karena itu, pemborosan diharapkan tidak terjadi pada proyek freespan correction berikutnya di PT XYZ.

PT XYZ operates a 369,7 km gas transmission pipeline to deliver ± 600 MMSCFD gas to the petrochemical, power generation, and other industrial fuel industries in East Java Province. The freespan occurs in offshore pipeline is mainly caused by environmental influences. Freespan conditions can cause gas pipes leakage, therefore intervention by conducting freespan correction is needed. The 28” offshore gas pipeline freespan correction project from Pagerungan Island to Porong Sidoarjo Onshore receiving facilities (ORF) faces many problems that cause delays in project deadlines. The lean construction method is considered appropriate to solve problems by mapping the value stream, identifying waste, determining the root cause of wastes, formulating follow-up actions, then taking corrective actions. The engineering phase is carried out on time according to the plan, which is 42 working days. Procurement Phase occurred delays in procuring working vessel rentals for 28 working days. Construction Phase occurred delays due to waiting in anchorage activities for 4 days. This has an impact on overall work delays up to 185,6 working days. The chosen mapping tool is Process Activity Mapping (PAM). According to PAM, wastes were identified consist of waiting time in the procurement process for materials and equipment for 17 days (total) and an unplanned waiting in anhcorage at the port for 2 days. By developing risk breakdown structure model, corrective actions to be implemented are by defining minimum number of working vessel vendor candidates, making a detailed timeline for permits application, defining key performance indicators for permits agent. Therefore, the wastes are expected not to occur in next freespan correction project in PT XYZ.
