Abstract

Pertamina RU IV Cilacap adalah kilang pengolahan minyak bumi
menjadi produk-produk BBM, non BBM, dan Petrokimia yang berlokasi di Cilacap Jawa Tengah. Saat ini, Kilang Cilacap memiliki sembilan unit pembangkit dengan total kapasitas sebesar 120 MW untuk memenuhi kebutuhan produksi kilang dan terdapat tiga unit pembangkit dengan total kapasitas 47,25 MW untuk memenuhi kebutuhan kilang Residual Fluid Catalytic Cracking (RFCC). Selain itu, suplai kelistrikan pada sebagian pembebanan di beberapa substation telah dilayani PLN. Untukmengurangi downtime akibat power outage dari PLN digunakan Automatic Transfer Switch (ATS) pada beban essensial. Perlu dilakukan evaluasi penggunaan ATS yang dibahas pada tugas akhir ini sebagai gambaran untuk melihat keandalan serta mitigasi dari hasil kerja ATS. Dari hasil simulasi, ketika terjadi change-over satu-persatu, transfer
substation dengan daya terbesar baik pada kilang maupun RFCC tidak mengakibatkan penurunan frekuensi yang signifikan karena kapasitas daya mampu generator lebih tinggi dibandingkan dengan total pembebanan setelah change-over. Selain itu ketika terjadi change-over secara bersamaan untuk seluruh substation, sistem pada kilang mengalami penurunan frekuensi yang cukup signifikan sehingga perlu dilakukan mekanisme pelepasan beban tahap 1 sebesar 7,59 MW sedangkan RFCC tidak mengakibatkan penurunan frekuensi yang signifikan sehingga tidak perlu dilakukan mekanisme pelepasan beban

Pertamina RU IV Cilacap is a refinery that processes petroleum into fuel, non-fuel, and petrochemical products located in Cilacap, Central Java. Currently, the Cilacap Refinery has nine generating units with a total capacity of 120 MW to meet the needs of refinery production and there are three generating units with a total capacity of 47.25 MW to meet the needs of the Residual Fluid Catalytic Cracking (RFCC) refinery. In addition, the electricity supply for some of the loads in several substations has been served by PLN. To reduce downtime due to power outage from PLN, an Automatic Transfer Switch (ATS) is used for essential loads. It is necessary to evaluate the use of ATS which is discussed in this final project as an illustration to see the reliability and mitigation of the work of ATS. From the simulation results, when a change-over occurs one by one, the transfer of the substation with the greatest power to both the refinery and RFCC does not result in a significant decrease in frequency because the generator's capable power capacity is higher than the total load after the change-over. In addition, when there is a simultaneous change-over for all substations, the system at the refinery experiences a significant decrease in frequency so it is necessary to carry out a phase 1 load shedding mechanism of 7.59 MW while RFCC does not result in a significant decrease in frequency, so there is no need for a load shedding mechanism
