Abstract

Tingginya pertumbuhan dan perkembangan Kota Surabaya berdampak pada penyelenggaraan dan pelayanan transportasi kota. Hambatan atau permasalahan transportasi yang terjadi saat ini di Kota Surabaya adalah tingginya angka kemacetan. Selain itu dalam kurun waktu 10 tahun terakhir, pelayanan operasional angkutan kota (lyn) mengalami penurunan. Beberapa trayek sudah tidak sesuai dengan rute dan jadwal yang telah ditetapkan. Pada tahun 2018 Pemerintah Kota Surabaya menyediakan sarana transportasi baru yaitu Suroboyo Bus. Adanya Suroboyo Bus semakin memperburuk kondisi angkutan kota (lyn), dikarenakan masyarakat lebih memilih menggunakan Suroboyo Bus daripada angkutan kota (lyn). Seharusnya, dengan adanya Suroboyo Bus kedudukan angkutan kota (lyn) dapat dijadikan sebagai jaringan feeder (pengumpan). Namun dengan adanya Suroboyo Bus pelayanan transportasi di Wilayah Surabaya Timur juga belum efektif dan efisien. Penelitian ini bertujuan untuk mengidentifikasi rute shuttle lyn yang terintegrasi dengan jaringan BRT (Suroboyo Bus) di Wilayah Surabaya Timur.
Untuk mencapai tujuan tersebut, dalam penelitian ini terdapat tiga sasaran yang meliputi: sasaran pertama mengidentifikasi karakteristik pergerakan masyarakat di wilayah Surabaya Timur dengan menggunakan metode analisis statistic deskriptif dan matriks asal-tujuan. Selanjutnya sasaran kedua mengidentifikasi kondisi jaringan jalan eksisting di wilayah Surabaya Ttimur dengan menggunakan analisis statistic deskriptif dan spasial deskriptif. Dan yang terakhir sasaran ketoga yaitu merumuskan rute shuttle lyn di wilayah Surabaya Timur yang dianalisis dengan menggunakan spasial deskriptif.
Wilayah penelitian dibagi menjadi tujuh zona berdasarkan batas administrasi kecamatan. Hasil analisis matriks asal-tujuan menunjukkan terdapat empat zona yang memiliki potensi sebagai zona tujuan (bangkitan) yaitu zona 1, 2, 4, dan 7. Untuk zona asal, seluruh zona dalam penelitian merupakan zona asal. Sedangkan, berdasarkan hasil analisis jaringan jalan di Wilayah Surabaya Timur, terdapat 115 ruas jalan yang berpotensi sebagai jaringan jalan angkutan kota (lyn). Sehingga, dalam hasil perumusan rute angkutan kota (lyn) dihasilkan 19 rute yang dapat terintegrasi dengan Suroboyo Bus yang melayani Wilayah Surabaya Timur.

The high growth and development of the city of Surabaya has an impact on the implementation and services of urban transportation. The current obstacle or transportation problem in the city of Surabaya is the high number of traffic jams. In addition, in the last 10 years, the operational service of city transportation (lyn) has decreased. Some routes are no longer in accordance with the routes and schedules that have been set. In 2018 the Surabaya City Government provided a new means of transportation, namely the Suroboyo Bus. The existence of the Suroboyo Bus further worsens the condition of city transportation (lyn), because people prefer to use the Suroboyo Bus instead of city transportation (lyn). Supposedly, with the Suroboyo Bus, the position of city transportation (lyn) can be used as a feeder network. However, with the Suroboyo Bus, transportation services in the East Surabaya Region are also not effective and efficient. This study aims to identify the route of the shuttle lyn which is integrated with the BRT (Suroboyo Bus) network in the East Surabaya Region.
To achieve this goal, in this study there are three targets which include: the first target is to identify the characteristics of the movement of people in the East Surabaya area by using descriptive statistical analysis methods and origin-destination matrix. Furthermore, the second target is to identify the condition of the existing road network in the East Surabaya area using descriptive statistical analysis and descriptive spatial analysis. And finally, the third target is to formulate the route of the shuttle lyn in the East Surabaya area which is analyzed using descriptive spatial.
The research area is divided into seven zones based on the administrative boundaries of the sub-district. The results of the origin-destination matrix analysis show that there are four zones that have potential as destination zones (generation), namely zones 1, 2, 4, and 7. For the origin zone, all zones in the study are origin zones. Meanwhile, based on the results of the analysis of the road network in the East Surabaya Region, there are 115 roads that have the potential as a city transport road network (lyn). Thus, the results of the formulation of the city transportation route (lyn) resulted in 19 routes that could be integrated with the Suroboyo Bus serving the East Surabaya Region.
