Abstract
Kebijakan lockdown atau karantina suatu wilayah akibat dari pandemi Covid-19 berdampak signifikan terhadap industri penerbangan. Salah satu dampaknya adalah maskapai penerbangan mengharuskan memarkir sejumlah armada pesawat karena tidak dapat melayani penumpang melalui perjalanan udara. Pesawat yang disimpan dalam periode tertentu akan menyebabkan kondisi pesawat berangsur rusak (deteriorate) dan sesuai instruksi dari International Air Transport Association (IATA, 2021), maka pesawat tersebut perlu dilakukan perawatan. Namun, terdapat kompleksitas dalam pelaksanaan perawatan prolonged ini karena semua pesawat disimpan dalam waktu yang relatif bersamaan tanpa perencanaan sebelumnya dan banyak potensi risiko operasional yang menghambat proses perawatan prolonged ini.
Untuk mengantisipasi risiko operasional yang dapat menghambat proses perawatan prolonged tersebut maka diperlukan pengelolaan risiko dan mitigasinya. Penelitian ini bertujuan merancang manajemen dengan menggunakan framework manajemen risiko (ISO 31000, 2018) dan melakukan mitigasi risiko dengan metode House of Risk (HOR) yakni pengembangan dari metode QFD (Quality Function Deplyoment) dan FMEA (Failure Modes and Effect Analysis).
Proses perancangan manajemen risiko meliputi tahapan identifikasi risiko, analisa risiko, evaluasi risiko, perlakukan risiko, pengontrolan dan monitoring. Hasil identifikasi risiko pada proses bisnis perusahaan PT. ABC didapatkan 33 kejadian risiko dan sebanyak 30 penyebab risiko (risk agent). Melalui brainstorming dengan manajemen terdapat 13 risk agent yang akan dijadikan risk agent prioritas untuk dilakukan tindakan pencegahan. Tahap selanjutnya menghasilkan 29 tindakan dan hanya 20 tindakan pencegahan yang efektif dipilih dalam mengatasi risiko operasional untuk dilakukan segera. Manajemen perusahaan PT. ABC diharapkan untuk membentuk suatu tim proyek dan menunjuk seorang project manager agar proses dalam hal perencanaan, organizing, directing dan controlling terhadap pelaksanaan perawatan prolonged dapat berjalan dengan optimal.

The lockdown or quarantine policy of an area due to Covid-19 pandemic has significant impacts on the aviation industry. One of these impacts is the airlines need to park their aircrafts because they could not serve the passengers via air travel. The aircrafts that are stored for a certain period has potential to lead the aircraft condition to deteriorate. During storage period, there are maintenance tasks should be performed for parked aircrafts as called prolonged maintenance to prevent the aircraft from deterioration as one of operational risks and in according to instructions from the International Air Transport Association (IATA, 2021), the aircraft needs maintenance.However, there is complexity in the implementation of prolonged maintenance because all aircrafts are stored relatively at the same time without previously planned and there are many potentials of operational risks that constraints the process of prolonged maintenance.
Therefore, it is necessary to manage the risk during prolonged maintenance to anticipate these operational risks. This research aims to design risk management in aircraft prolonged maintenance implementation using a framework referring to ISO 31000 and to mitigate the risks using the House of Risk (HOR) method as development of the Quality Function Deployment (QFD) and Failure Modes and Effect Analysis (FMEA) method.
The design of risk management includes the process of risk identification, risk analysis, risk evaluation, risk treatment, control, and monitoring. As HOR1 output, the risk identification of prolonged maintenance in the business processes of PT. ABC obtained 33 risk events and 30 risk agents. Through brainstorming with management, there are 13 risk agents were taken to be prioritized as risk agents to take preventive actions. Then, HOR2 output resulted 29 preventive actions and only 20 effective preventive actions were selected to address operational risks to be carried out immediately. Management PT. ABC is expected to develop a dedicated project team and appoint a project manager so that the processes in terms of planning, organizing, directing, and controlling the process of prolonged maintenance can run optimally.
