Abstract

Pergerakan lalu lintas di Kabupaten Sampang masih tertumpu
pada jalan nasional yang melewati pusat kota. Dengan kondisi
tersebut, pergerakan dalam kabupaten dan antar kabupaten
tercampur. Untuk mengurai permasalahan lalu lintas yang ada,
Pemerintah Kabupaten Sampang berencana membangun jalan
lingkar selatan (JLS) sebagai alternatif rute pergerakan. Sebelum
JLS dibangun, perlu dilakukan studi kelayakan pembangunan JLS
dari segi lalu lintas dan ekonomi.
Studi kelayakan dari segi lalu lintas dilakukan dengan
mengukur derajat jenuh jalan sebelum dan setelah adanya JLS.
Sedangkan studi kelayakan dari segi ekonomi dilakukan dengan
menghitung BCR, NPV, EIRR, dan FYRR.
Berdasarkan studi kelayakan yang dilakukan, pembangunan
JLS Sampang dikatakan layak secara lalu lintas dikarenakan
terjadi perbaikan kinerja jalan eksisting setelah adanya JLS.
Pembangunan JLS dikatakan layak secara ekonomi dengan nilai
BCR sebesar 1,39 > 1, NPV sebesar Rp 189.806.798.826,123 > 0,
nilai EIRR sebesar 11,85%>4,63%. Berdasarkan nilai FYRR
sebesar 14,25%>4,63%, pada tahun 2023 pengoperasian JLS
dapat dimulai dan layak.

The concentration of traffic movements in Sampang is on the
national road that passes through the city center. With these
conditions, traffic movements in districts and across districts are
mixed. The Sampang Government plans to build a southern ring
road (JLS) as an alternative route to solve existing traffic
problems. Before JLS construction begins, it is necessary to study
the feasibility of JLS construction in terms of traffic and economy.
The traffic feasibility study measures the degree of the saturated
road before and after JLS operation, while the economic feasibility
study calculates BCR, NPV, EIRR, and FYRR.
Based on the feasibility analysis conducted, the construction of
JLS Sampang is said to be traffic worthy due to improvements in
existing road performance after JLS operate. Construction of JLS
is said to be economically viable with a BCR value of 1,39 > 1,
NPV of Rp 189.806.798.826,123 > 0, EIRR value of
11,85%>4,63%. Based on the FYRR value of 14,25% >4,63%, in
2023 the Sampang Southern Ring Road can be operated and
feasible
