Abstract

Proyek Dermaga Multipurpose Labuan Bajo adalah Pelabuhan multipurpose yang dibangun untuk menggantikan pelabuhan eksisting guna meningkatkan perekonomian dikabupaten Manggarai, dimana konstruksinya terdiri dari: Jetty, Tresstle, Causeway, Container Yard Area, dan bangunan fasilitas penunjang yang memiliki waktu pelaksanaan pekerjaan yang cukup singkat yaitu 12 Bulan. Ketepatan penyelesaian proyek berhubungan erat dengan pengadaan material selama masa pelaksanaan. Analisis risiko telah dilakukan berdasarkan ISO 31000: 2009 di mana risiko keterlambatan pengadaan material termasuk kategori ekstrim dengan tingkat probabilitas tinggi dan dampak yang berat. Pada pelaksanaannya, keterlambatan pengadaan material masih terjadi dikarenakan berbagai faktor yang belum termitigasi dalam analisis risiko yang direncanakan. Hal ini mengakibatkan kinerja proyek tidak sesuai jadwal yang ditetapkan.
Penelitian ini bertujuan untuk menyediakan sebuah framework secara proaktif dalam mengelola risiko pengadaan material. Metode yang digunakan adalah House of Risk (HOR), di mana dari studi literatur metode House of Risk (HOR) sangat umum digunakan dalam manajemen risiko rantai pasok (supply chain). Kelebihan metode ini ada pada framework yang dapat mencakup keseluruhan proses analisis menajemen risiko. Fase pertama diawali identifikasi kejadian risikoidan fase kedua yaitu penanganan risiko. Framework ini memungkinkan manajemen untuk memilih risk agent prioritas untuk dimitigasi dan kemudian memprioritaskan tindakan proaktif untuk mengurangi dampak dari risk event yang terjadi.
Hasil penelitian menunjukkan 14 kejadian risiko (risk event) dan 15 pemicu risiko (risk agent) yang berpotensi terjadi pada proses pengadaan material. Hasil dari model House of Risk fase 1 terpilih 4 agen risiko yaitu (A1) Permintaan barang tidak menyebutkan spesifikasi yang jelas, (A2) Perubahan jadwal pelaksanaan menjadi lebih cepat, (A8) Material butuh waktu untuk fabrikasi dan (A4) Kenaikan harga material pada masa pelaksanaan. Hasil dari model House of Risk fase 2 didapatkan 7 tindakan pencegahan (preventive action) yang kemudian dilakukan perhitungan nilai Effectiveness to Difficulty Ratio (ETD) kemudian dipilih 3 prioritas tertinggi yang dapat segera dilakukan oleh manajemen proyek yaitu (PA1) Pada Saat Klarifikasi Negosiasi mendetailkan spesifikasi dan jadwal kedatangan material, (PA3) Melakukan koordinasi dengan Suplier agar permintaan barang sesuai dengan rencana dan tepat waktu, (PA4) Mengikat harga pada saat awal klarifikasi negosiasi dan membuat kontrak payung.

The Labuan Bajo Multipurpose Pier Project is a multi-purpose port that was built to replace the existing port to improve the economy in the Manggarai Regency. The construction consists of Jetty, Trestle, Causeway, Container Yard Area, and supporting facilities buildings with a reasonably short work execution time of 12 months. The inaccuracy of project completion is closely related to the procurement of materials during the implementation period. Risk analysis has been carried out based on ISO 31000: 2009, where the risk of delays in material procurement is included in the extreme category with a high probability and severe impact. However, in practice, delays in material procurement still occur due to various factors that have not been mitigated in the planned risk analysis. As a result, the delay resulted in project performance not being according to the set schedule.
This study aims to provide a framework for proactively managing material procurement risks. The method used is the House of Risk (HOR), where from the literature study, the House of Risk (HOR) method is very commonly used in supply chain risk management (supply chain). The advantage of this method is in the framework that can cover the entire risk management analysis process. The first phase begins with identifying risk events, and the second phase, namely, risk management. This framework allows management to select priority risk agents to mitigate and prioritize proactive actions to reduce the impact of risk events.
The results showed 14 risk events and 15 risk triggers (risk agents) that could potentially occur in the material procurement process. The House of Risk model phase 1 results select four risk agents. Those are: (A1) The demand for goods does not mention precise specifications, (A2) Changes in the implementation schedule are faster than the previous method, (A8) Materials take time for fabrication, and (A4) Increase in material prices during the implementation period. The House of Risk model phase 2 obtained seven preventive actions. These seven preventive actions are then calculated to obtain the Effectiveness to Difficulty Ratio (ETD) value. The next step is to select the three highest priorities that project management could immediately carry out. Those are (PA1) During clarification negotiations detailing specifications and material arrivals schedules, (PA3) Coordinate with suppliers so that requests for goods are following the plan and on time, and (PA4) Binding prices at the beginning of the clarification of negotiations and making the contract.
