Abstract

PT PEP sebagai salah satu perusahaan eksplorasi produksi minyak dan gas bumi di Indonesia berencana melakukan melaksanakan pemeliharaan terencana melalui sebuah proyek penggantian Waste Heat Recovery Unit yang terdiri dari tiga langkah pembagian waktu yaitu, pre-shutdown, window shutdown dan post shutdown. Mengacu pada Perjanjian Jual Beli Gas bahwa keseluruhan jangka waktu pelaksanaan pekerjaan perawatan normal (maintenance CPP Gundih) yang menyebabkan tidak mengalirnya gas adalah tidak lebih dari 15 (lima belas) hari pada setiap tahun, sehingga perencanaan dan pelaksanaan perawatan menjadi sangat penting dengan memanfaatkan window shutdown untuk menghindari adanya kerugian secara materiil dan non materiil.
Meninjau rentannya proyek ini, maka perlu dilakukan penelitian yang menilai tingkat risiko keterlambatan proyek dengan pendekatan konsep manajemen risiko ISO 31000:2018, melalui identifikasi variabel-variabel risiko dari beberapa studi literatur, analisis risiko melalui Forum Group Discussion, dan upaya penanganan risiko agar dapat mengurangi risiko terjadinya keterlambatan proyek instalasi Waste Heat Recovery Unit ini.
Dari identifikasi risiko yang dilakukan diperoleh 30 variabel risiko yang memperngaruhi keterlambatan proyek terdiri dari 2 kategori High, 3 kategori Moderate to High, 15 kategori Moderate, 6 kategori Low to Moderate dan 4 kategori Low. Risk Treatment yang dilakukan pada kategori high dan Moderate to high menghasilkan 9 RCO Mandatory untuk mengurangi keterlambatan dan 1 RCO mempercepat jadwal pelaksanaan dari 19 hari menjadi 13 hari.

PT PEP as one of the oil and gas production, exploration companies in Indonesia plans to carry out planned maintenance through a Waste Heat Recovery Unit replacement project, which consists of three time-sharing steps, namely, pre-shutdown, window shutdown and post shutdown. Referring to the Gas Sale and Purchase Agreement that the entire period of normal maintenance work (maintenance CPP Gundih) which causes gas to not flow is no more than 15 (fifteen) days each year, so planning and implementation of maintenance are very important by utilizing a windows shutdown to avoid material and non-material losses.
Reviewing the vulnerability of this project, it is necessary to conduct research that assesses the level of risk of project delays using the ISO 31000:2018 risk management concept approach, through identification of risk variables from several literature studies, risk analysis through Forum Group Discussions, and risk management efforts in order to reduce risk. Risk of delays in the Waste Heat Recovery Unit installation project.
From the risk identification carried out, 30 risk variables that affect project delays consist of 2 categories of High, 3 categories of Moderate to High, 15 categories of Moderate, 6 categories of Low to Moderate and 4 categories of Low. Risk Treatment carried out in the high and Moderate to high categories resulted in 9 mandatory RCOs to reduce delays and 1 RCO to accelerate the implementation schedule from 19 days to 13 days.
