Abstract

Target produksi Field Rantau PT. Pertamina EP adalah 3242 BOPD minyak dan gas 3.68 MMSCFD. Untuk mencapai target tersebut perusahaan melakukan usaha peningkatan lifting dan menjaga fasilitas produksi agar operasional tidak mengalami gangguan yang menyebabkan kehilangan produksi. Salah satu sistem yang menunjang operasional produksi minyak dan gas di Field Rantau adalah sistem listrik, yang dihasilkan dari power plant. Beberapa tahun terakhir ini telah terjadi beberapa gangguan pada power plant Rantau Field yang menyebabkan terjadinya power blackout yang menyebabkan terganggunya operasional perusahaan dan menimbulkan kerugian bagi perusahaan.
Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis risiko kritikal, serta sumber penyebab risiko dari berbagai variabel kegagalan operasional power plant. Metode Failure Mode Effect Analysis (FMEA) dan Risk Failure Mode and Effect Analysis (RFMEA) dipakai untuk mengidentifikasi risiko kritikal, kemudian Fault Tree Analysis (FTA) digunakan untuk mencari sumber dan kombinasi penyebab risiko. Responden dari penelitian ini adalah manajer dan staf teknis yang terkait dengan sistem Power Plant Rantau Field. FGD dilaksanakan untuk mengidentifikasi failure mode dan risiko yang mungkin terjadi. Dari analisis tersebut juga akan diusulkan tindakan penanganan risiko, sehingga kehandalan power plant dapat terjaga demi keberlangsungan produksi minyak dan gas di Field Rantau.
Berdasarkan hasil pengolahan data dan analisis menggunakan metode RFMEA, dari 27 risiko yang teridentifikasi, terdapat 5 risiko yang masuk ke dalam kategori risiko kritikal, yaitu human error, failed to start, ground fault trip, cable short (MV), dan combustion chamber problem. Dari masing-masing risiko, didapatkan juga minimum cut sets melalui metode FTA dan MOCUS. Dari cut sets yang didapatkan, dilakukan pembahasan mengenai mitigasi dari masing-masing cut sets untuk mencegah dan meminimalisasi peluang terjadinya masing-masing risiko kritikal yang teridentifikasi dalam penelitian ini.

Rantau Field PT Pertamina EP is expected to produce 3242 BOPD of oil along with 3.68 MMSCFD of natural gas. In order to achieve those targets, the company continuously applies various production while maintaining production surface facilities to prevent potential operational problems from happening. One of the key system to support production activities is the electrical generation and distribution system. For the last few years, there have been some technical problems happening in power plant system causing power blackout that disrupted operational activities and generating loss for company as a result.
This research has a purpose to identify and analyze critical risks and the sources from various failure variables of Rantau Field Power Plant. Failure Mode and Effect Analysis (FMEA) and Risk Failure Mode and Effect Analysis (RFMEA) are used to identify critical risks, then Fault Tree Analysis (FTA) is used to search the sources and combination of factors that cause the critical risks in question. The respondents of this research are manager and technical staffs connected to Rantau Field Power Plant operation and maintenance activities. Focus Group Discussion (FGD) is held to identify failure mode and possible risks. Based on the analysis, risk response plans will be discussed and arranged to maintain power plant reliability for the continuity of oil and gas production in Rantau Field.
Based on the data analysis using RFMEA, from 27 risks identified, there are 5 risks categorized as critical risks, human error, failed to start, ground fault trip, cable short (MV), and combustion chamber problem. From each of those risks, minimum cut sets have been identified by using FTA. From the cut sets, risk response plans have been made for each minimum cut sets from all 5 critical risks in order to prevent top events (critical risks) identified in this research from happening.
