Abstract

Salah satu prioritas nasional Indonesia pada tahun 2020-2024 adalah pembangunan sumber daya manusia yang berkualitas dan berdaya saing. Untuk mewujudkan hal tersebut, pemerintah terus berinovasi dan berupaya agar sistem pendidikan di Indonesia dapat menghasilkan sumber daya manusia berkompetensi yang dibutuhkan masa depan. Berdasarkan laporan kinerja Kementerian Pendidikan dan Kebudayaan tahun 2020, hasil pembelajaran pendidikan di Indonesia masih belum optimal, khususnya pada jenjang sekolah dasar. Jumlah siswa putus sekolah jenjang sekolah dasar mengalami peningkatan pada tahun 2019 dan 2020. Jumlah siswa putus sekolah tiap provinsi juga masih mengalami ketimpangan, hal ini menunjukkan bahwa pendidikan dasar di Indonesia masih belum merata. Oleh karena itu, penelitian ini akan menganalisis efisiensi kinerja pendidikan sekolah dasar di tiap provinsi di Indonesia selama tiga tahun ajaran menggunakan metode Data Envelopment Analysis. Hasil penelitian menunjukkan bahwa provinsi yang mencapai nilai efisien terbanyak selama tiga tahun ajaran terdapat pada perhitungan overall efficiency sejumlah 15 provinsi, kemudian perhitungan technical efficiency sejumlah 13 provinsi, dan paling sedikit pada perhitungan cost efficiency sejumlah 9 provinsi. Berdasarkan analisis scale efficiency, sebagian besar provinsi beroperasi pada skala decreasing return to scale. Selanjutnya diperoleh peer groups dan target perbaikan untuk provinsi yang belum efisien. Variabel yang paling memengaruhi nilai efisiensi kinerja pendidikan sekolah dasar adalah rasio laboratorium/sekolah

One of Indonesia's national priorities in 2020-2024 is the development of quality and competitive human resources. To achieve this, the government continues to innovate and strive so that the education system in Indonesia can produce competent human resources needed in the future. Based on the performance report of the Kementerian Pendidikan dan Kebudayaan in 2020, educational learning outcomes in Indonesia are still not optimal, especially at the elementary school level. The number of students dropping out of primary school level has increased in 2019 and 2020. The number of students dropping out of school in each province is also still experiencing inequality, this shows that education in Indonesia is still not evenly distributed. Therefore, this study will analyze the efficiency of primary school education performance in each province in Indonesia for three academic years using the Data Envelopment Analysis method. Research is still ongoing. The results showed that the provinces that achieved the most efficient scores during the three academic years were found in the overall efficiency calculation which was 15 provinces, then the technical efficiency calculation was 13 provinces, and the least in the cost efficiency calculation was 9 provinces. Based on the scale efficiency analysis, most provinces operate on a decreasing return to scale scale. Furthermore, peer groups and improvement targets are obtained for provinces that are not yet efficient. The variable that most influences the efficiency of primary school education performance is the laboratory/school ratio.
