Abstract

Kegiatan operasional distribusi BBM dimana merupakan proses untuk menyalurkan barang/jasa dari produsen (perusahaan) kepada konsumen (lembaga penyalur/SPBU), sangat membutuhkan efisiensi dan penerapan standarisasi yang bersifat internasional dengan pendekatan teknologi. Penerapan digitalisasi SPBU menjadi jawaban dari keinginan pelanggan di era revolusi industri 4.0. Salah satu upaya efisiensi yang dapat dilakukan adalah dengan pengoptimalisasian peralatan sistem serah terima produk BBM di SPBU. Berdasarkan hierarkinya terdapat 3 alat ukur untuk proses custody transfer yaitu: metering system, automatic tank gauging (ATG), dan manual dipping. ATG adalah suatu instrument otomatis yang mengukur dan menampilkan tinggi cairan dalam satu atau lebih tanki baik secara berkelanjutan, berkala, maupun sesuai permintaan.Walaupun telah dilengkapi ATG, hingga saat ini, Custody Transfer di SPBU masih menggunakan sistem pengukuran manual (Manual Gauging). Sedangkan ATG digunakan sebatas alat monitoring dan konfirmasi hasil Manual Gauging saja. Berdasarkan kondisi tersebut perlu dilakukan analisa pemilihan metode pengukuran custody transfer yang paling sesuai sebagai bentuk efisiensi.
Penelitian ini menggunakan metode Failure Mode and Effect Analysis (FMEA) untuk mengidentifikasi semua mode kegagalan dalam suatu sistem custody transfer, menilai dampaknya, dan merencanakan tindakan korektif. Logika fuzzy dan Fuzzy Analytical Hierarcy Process (F-AHP) digunakan untuk mengatasi keterbatasan FMEA tradisional, sehingga analisa yang dilakukan dapat lebih terukur dan efisien.
Penelitian ini bertujuan memberikan solusi yang terbaik untuk PT Pertamina (Persero) Regional Jatimbalinus dalam mengimplementasikan sistem custody transfer. Berdasarkan penelitian, diperoleh kesimpulan bahwa Automatic Tank Gauging, merupakan metode custody transfer yang memiliki sisa risiko dengan nilai Risk Priority Number (RPN) sisa risiko kurang dari sama dengan 8 dan sesuai dengan kaidah As Low As Reasonably Practicable (ALARP) untuk dapat diterapkan di SPBU.

The operational activity of fuel distribution, which is the process of distributing goods / services from producers (companies) to consumers (gas stations), really requires efficiency and the application of international standardization with a technological approach. The application of digitization gas stations is the solution in the era of the industrial revolution 4.0. One of the efficiency efforts is by optimizing the equipment handover system for fuel products at gas stations. Based on the hierarchy, there are 3 measuring instruments for the custody transfer process: the metering system, automatic tank gauging (ATG), and manual dipping. ATG is an automatic instrument that measures and displays the level of liquid in one or more tanks either continuously, periodically, or on demand. Until now, Custody Transfer at gas stations still uses a manual measurement system (Manual Gauging). Hence, ATG is used only as a monitoring tool only. Based on these conditions, it is necessary to analyze the selection of the most suitable custody transfer measurement method for effort of efficiency.
This study uses the Failure Mode and Effect Analysis (FMEA) method to identify all failure modes in a custody transfer system, assess their impact, and plan corrective actions. Fuzzy logic and Fuzzy Analytical Hierarchy Process (F-AHP) are used to overcome the limitations of traditional FMEA., Thus, the analysis can be more measurable and efficient.
This study aims to provide the best solution for PT Pertamina (Persero) Regional Jatimbalinus in implementing the custody transfer system. Based on the research, it is concluded that Automatic Tank Gauging is a custody transfer method that has a residual risk with a Risk Priority Number (RPN) value of remaining risk less than 8 and in accordance with the As Low As Reasonably Practicable (ALARP) principle to be applied at gas stations.
