Abstract
Dalam perencanaan Jalan Tol Cisumdawu diperlukan pertimbangan aspek ekonomi dan finansial sebagai acuan dalam investasi agar jalan tol tersebut dapat disebut proyek yang layak sehingga perlu dilakukan Studi Kelayakan Pembangunan Jalan Tol Cisumdawu ditinjau dari Aspek Ekonomi dan Finansial. Dengan dilakukan studi tersebut didapat besar penghematakan Biaya Operasional Kendaraan (BOK) dan Nilai Waktu (Time Value) dengan adanya pembangunan Jalan Tol Cisumdawu.
Metode yang digunakan dalam menganalisis Biaya Operasional Kendaraan (BOK) dan Nilai Waktu (Time Value) adalah Metode Jasa Marga. Kemudian untuk perhitungan Trip Assignment untuk mengetahui jumlah perpindahan kendaraan dari Jalan Nasional Cileunyi-Sumedang-Dawuan ke Jalan Tol Cisumdawu menggunakan Metode Davidson, JICA1, Smock dan Diversion Curve, namun pada akhirnya digunakan hasil dari Metode Davidson. Dalam menganalisis kelayakan dari aspek ekonomi dibutuhkan parameter seperti Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Internal Rate of Return (IRR) sehingga didapat nilai penghematan waktu yang didapatkan oleh pengguna jalan ketika melewati Jalan Tol Cisumdawu. Sedangkan dalam mengananlisis kelayakan dari aspek finansial dibutuhkan parameter seperti Benefit Cost Ration (BCR), Net Present Value (NPV), Internal Rate of Return (IRR) dan Payback Period (PP) Sehingga diketahui besar keuntungan investor ketika Jalan Tol Cisumdawu beroperasi.
Dari hasil analisis kelayakan ekonomi, diperoleh bahwa nilai BCR sebesar 2,545 (BCR>1), NPV sebesar Rp 22.148.909.706.873 (NPV>0), dan IRR sebesar 12,906% (IRR>Suku bunga). Pada analisis kelayakan finansial ketika menggunakan suku bunga Bank Indonesia sebagai discount rate, diperoleh nilai BCR sebesar 3,007 (BCR>1), NPV sebesar Rp 29,475,433,297,166 (NPV>0), IRR sebesar 12,435 % (IRR>Suku bunga 4,63%), dan PP pada tahun ke-15 bulan ke-2 hari ke-7 (Sebelum masa konsesi berakhir). Sedangkan ketika menggunakan MARR sebagai discount rate diperoleh BCR sebesar 0,615 (BCR<1), NPV sebesar -Rp3,992,248,480,161 (NPV<0), IRR sebesar 12,435% (<MARR 17,49%) dan PP Lebih dari masa konsesi 40 tahun. Dari hasil analisis kelayakan tersebut, dapat disimpulkan bahwa pembangunan Jalan Tol Cisumdawu layak secara ekonomi dan finansial apabila menggunakan suku bunga Bank Indonesia namun tidak layak ketika menggunakan suku bunga perusahaan, sehingga pemerintah memberikan dukungan kelayakan (Viability Gap Funding) pada Proyek Pembangunan Jalan Tol Cisumdawu. Untuk dana dukungan kelayakannya adalah selisih antara MARR dengan IRR yakni sebesar 5,035%.

In planning the Cisumdawu Toll Road, it is necessary to consider economic and financial aspects as a reference in investment so that the toll road can be called a feasible project, so it is necessary to conduct a Feasibility Study of Cisumdawu Toll Road Development in terms of Economic and Financial Aspects. By conducting this study, it was found that the significant savings in Vehicle Operational Costs (VOC) and Time Value with the construction of the Cisumdawu Toll Road.
The method used in analyzing Vehicle Operational Costs (VOC) and Time Value is the Jasa Marga Method. Then for the calculation Trip Assignment to determine the number of vehicle movements from the Cileunyi-Sumedang-Dawuan National Road to the Cisumdawu Toll Road using the Davidson, JICA1, Smock and Methods Diversion Curve but in the end used the result of the Davidson Method. In analyzing the feasibility of the economic aspect, parameters such as Benefit Cost Ratio (BCR), Net Present Value (NPV), and Internal Rate of Return (IRR) are needed to obtain the time saving value obtained by road users when passing through the Cisumdawu Toll Road. Meanwhile, in analyzing the feasibility of the financial aspect, parameters are needed such as Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR) and Payback Period (PP). In this study, there are indicators that the project will be said to be economically feasible if the results are Benefit Cost Ratio (BCR) > 1, Net Present Value (NPV) > 0 and Internal Rate of Return (IRR) > interest rate.
From the results of the economic feasibility analysis, it was found that the BCR value was 2,545 (BCR>1), the NPV was Rp. 22,148,909,706,873 (NPV>0), and the IRR was 12.906% (IRR>Interest rate). In the financial feasibility analysis when using the Bank Indonesia interest rate as the discount rate, the BCR value is 3,007 (BCR>1), the NPV is IDR 29,475,433,297.166 (NPV>0), the IRR is 12,435% (IRR>4.63% interest rate). and PP in the 15th year 2nd month 7th day (Before the concession period ends). Meanwhile, when using MARR as the discount rate, BCR is 0.615 (BCR<1), NPV is -Rp. 3,992,248,480,161 (NPV<0), IRR is 12.435% (<MARR 17.49%) and PP is more than 40 years concession period. From the results of the feasibility analysis, it can be concluded that the construction of the Cisumdawu Toll Road is economically and financially feasible when using the Bank Indonesia interest rate but is not feasible when using the company's interest rate, so that the government providesViability Gap Fundingfor the Cisumdawu Toll Road Development Project. For the feasibility support fund, the difference between MARR and IRR is 5.035%.
