Abstract
Pembatasan sosial berskala besar yang disebabkan oleh penularan virus Covid-19 mengakibatkan naiknya volume traffic data serta meningkatnya jumlah perangkat yang terhubung ke jaringan. Kondisi pandemi mengharuskan para operator seluler menyediakan jaringan komunikasi yang baik guna menunjang kegiatan work from home (WFH). Saat ini, para operator seluler masih terus melakukan strategi ekspansi coverage maupun meningkatkan kapasitas jaringannya terutama untuk memenuhi kebutuhan layanan data dan digital service. Implementasi strategi para operator seluler tersebut, tentu memerlukan dukungan pembangunan infrastruktur termasuk penyediaan infrastruktur menara telekomunikasi yakni, menara Base Transceiver Station (BTS). Dalam hal ini, PT. XYZ menyediakan layanan penyewaan tower baru (built to suit) dan penyewaan tower yang sudah ada milik perusahaan (colocation) pada menara BTS jenis Self-Supporting Tower dengan ketinggian 42 meter. Kepemilikan jumlah menara yang besar diseimbangkan dengan struktur modal yang kuat. Faktor tenancy ratio yang meningkat akan berdampak pada cost effiecieny perusahaan. Oleh karena itu, diperlukan analisis kelayakan investasi dari layanan built to suit dan colocation. Analisis tersebut menentukan pengadaan menara BTS mana yang dapat memberikan manfaat dan biaya terbaik kepada PT. XYZ. Studi kasus penelitian ini menggunakan metode Cost-Benefit Analysis (CBA) dalam menghitung finansial (direct dan indirect cost) dan manfaat (tangible dan intangible benefit) yang diperoleh untuk mengevaluasi layanan built to suit dan layanan colocation dengan mengumpulkan data melalui wawancara dan review dokumen. Hasil penelitian menunjukkan bahwa strategi bisnis layanan colocation untuk penyewaan menara built to suit lebih menjanjikan, hasil tersebut terlihat dari perhitungan finansial cost benefit yakni nilai NPV positif sebesar Rp590.754.896, tingkat efisiensi dari investasi (IRR) sebesar 13,18%, periode waktu pengembalian biaya modal (PP) selama 5 tahun 2 bulan, dan proyeksi tingkat keuntungan investasi mencapai 18,77%. Rasio cost benefit dari colocation juga lebih tinggi yakni 8,4:6,3 dari built to suit. Hal tersebut dikarenakan besarnya manfaat yang diperoleh sebanding dengan biaya modal dan operasional yang dikeluarkan menara eksisting dengan menerapkan colocation. Disamping hasil perhitungan finansial, analisis ini dipengaruhi oleh hasil intangible benefit yang mana layanan colocation memberikan keuntungan tak berwujud lebih besar meliputi segmen pelanggan, resource untuk implementasi yang lebih sedikit, harga investasi yang terjangkau, dan percepatan potensi tambahan pendapatan dari para tenant. Selain itu, faktor key variables perubahan berupa biaya perbaikan kualitas proyek perlu dikontrol agar tidak menurun kedepannya karena sangat memengaruhi bisnis perusahaan untuk menyediakan kedua layanan investasi. Sehingga, analisis kelayakan investasi ini diharapkan memberikan pemahaman dan yang lebih baik dalam penyediaan infrastruktur telekomunikasi.

Large-scale social restrictions caused by the transmission of the Covid-19 virus have resulted in an increase in the volume of data traffic and an increase in the number of devices connected to the network. The pandemic condition requires cellular operators to provide a good communication network to support work from home (WFH) activities. Currently, cellular operators are still continuing their coverage expansion strategy and increasing their network capacity, especially to meet the needs of data services and digital services. The implementation of the strategy of the cellular operators, of course, requires support for infrastructure development, including the provision of telecommunication tower infrastructure, namely, Base Transceiver Station (BTS) towers. In this case, PT. XYZ provides rental services for new towers (built to suit) and rental of existing towers owned by the company (colocation) on BTS towers of the Self-Supporting Tower-type with a height of 42 meters. Ownership of a large number of towers is balanced by a strong capital structure. The increasing tenancy ratio factor will have an impact on the company's cost-efficiency. Therefore, it is necessary to analyze the investment feasibility of the built-to-suit and colocation services. The analysis determines which BTS tower procurement can provide the best benefits and costs to PT. XYZ. This research case study uses the Cost-Benefit Analysis (CBA) method in calculating the financial (direct and indirect costs) and benefits (tangible and intangible benefits) obtained to evaluate the built-to-suit and colocation services by collecting data through interviews and document review. The results show that the colocation service business strategy for leasing built to suit towers is more promising, the results can be seen from the financial cost-benefit calculation, namely the positive NPV value of IDR 590,754,896, the efficiency level of investment (IRR) of 13.18%, the payback period cost of capital (PP) for 5 years 2 months, and the projected rate of return on investment reaches 18.77%. The cost-benefit ratio of colocation is also higher at 8.4: 6.3 than built-to-suit. This is because the benefits obtained are proportional to the capital and operational costs incurred by the existing tower by implementing colocation. Besides the results of financial calculations, this analysis is influenced by the results of intangible benefits where colocation services provide greater intangible benefits covering customer segments, fewer resources for implementation, affordable investment prices, and accelerated potential additional income from tenants. In addition, the change in key variables in the form of the cost of improving project quality needs to be controlled so that it does not decrease in the future because it greatly affects the company's business to provide both investment services. Thus, this investment feasibility analysis is expected to provide a better understanding of the provision of telecommunications infrastructure.
