Abstract

Pengadaan barang/jasa pada Universitas Mulawarman (Unmul) merupakan salah satu cara mencapai program strategis Rektor Unmul mengenai tersedianya prasarana fisik berkualitas yang representative dan adanya sarana pendukung pembelajaran bermutu dalam jumlah yang memadai, termasuk sarana internet
berkualitas tinggi. Dari sisi pengguna yakni fakultas, sering terjadi permasalahan terhadap barang/jasa yang diminta baik dalam hal keterlambatan pengiriman,
spesifikasi tidak sesuai permintaan, dan jaminan perawatan yang tidak tersedia dari penyedia. Tujuan penelitian ini adalah untuk mengidentifikasi, memetakan, mengevaluasi dan mengambil tindak lanjut strategi pengadaan menggunakan
Kraljic’s Matrix Portfolio. Metode pengumpulan data dilakukan dengan cara wawancara, penyebaran kuesioner skala likert, dan diskusi. Matriks Kraljic memerlukan dua dimensi yaitu dampak terhadap organisasi dan kompleksitas pasokan. Dampak terhadap organisasi memiliki atribut berupa kualitas, teknologi produk/barang, hubungan fungsional, nilai pengadaan, harga produk, dan efektivitas pengadaan, sedangkan dimensi kompleksitas pasokan memiliki atribut
yaitu fleksibilitas, pengiriman, kendala pasokan, konstrain pembeli-penyedia, profil penyedia, dan membangun relasi. Item pengadaan di Unmul terdiri dari alat tulis kantor (ATK), meubelair (MBL), elektronika (ELK), infrastruktur IT (IT), alat laboratorium (LAB), pendukung pendidikan (PP), kendaraan operasional (VHC), peralatan dan mesin pendukung (PPM), konveksi (KNV), jasa kebersihan (JKE), jasa konsultansi (JKO), perencanaan & pemeliharaan Gedung (PMG), konstruksi dan pembangunan Gedung (KPG), serta supervisi pembangunan & pemeliharaan gedung (SPPG). Hasil penelitian memperlihatkan pada Matriks Kraljic terdapat 4 item (IT, LAB, KPG, dan PMG) pada kuadran strategic dengan prosentase nilai pengadaan 54.39%, 1 item (VHC) pada kuadran bottleneck dengan prosentase nilai pengadaan 1.72%, 3 item (ATK, JKE, KNV) pada kuadran non-critical dengan prosentase nilai pengadaan 13.8%, dan 6 item (ELK, MBL, JKO, PP, SPPG, dan
PMP) pada kuadran leverage dengan prosentase nilai pengadaan 30.08%. Pada penelitian ini juga dibahas mengenai rekomendasi terhadap tipe kontrak, metode pengadaan, dan strategi operasional pengadaan.

Procurement of goods/services at Mulawarman University (Unmul) is one way to achieve the Unmul Rector's strategic program regarding the availability of representative quality physical infrastructure and adequate quality learning
support facilities, including high-quality internet facilities. From the user side, namely the faculty, there are often problems with the requested goods/services,
both in terms of delays in delivery, specifications that are not as requested, and maintenance guarantees that are not available from the provider. The purpose of this research is to identify, map, evaluate and take follow-up on procurement
strategies using Kraljic's Matrix Portfolio. Data collection methods were conducted by means of interviews, distributing Likert scale questionnaires, and discussions. The Kraljic matrix requires two dimensions, namely the impact on the organization and the complexity of the supply. The impact on the organization has attributes in the form of quality, product/goods technology, functional relationship, procurement value, product price, and procurement
effectiveness, while the dimensions of supply complexity have attributes, namely flexibility, delivery, supply constraints, buyer-provider constraints, provider
profiles, and building relationships. Procurement items at Unmul consist of office stationery (ATK), furniture (MBL), electronics (ELK), IT infrastructure (IT), laboratory equipment (LAB), educational support (PP), operational vehicles (VHC), equipment and machinery supporting services (PPM), convection (KNV), cleaning services (JKE), consulting services (JKO), building planning & maintenance (PMG), building construction and construction (KPG), and building
construction & maintenance supervision (SPPG). The results show that in the Kraljic Matrix there are 4 items (IT, LAB, KPG, and PMG) in the strategic quadrant with a percentage of procurement value of 54.39%, 1 item (VHC) in the bottleneck quadrant with a percentage of procurement value of 1.72%, 3 items (ATK, JKE, KNV) in the non-critical quadrant with a percentage of procurement value of 13.8%, and 6 items (ELK, MBL, JKO, PP, SPPG, and PMP) in the leverage quadrant with a percentage of procurement value of 30.08%. This study
also discusses recommendations for contract types, procurement methods, and procurement operational strategies.
