Abstract

Perkembangan dan kemajuan dalam pemanfaatan teknologi di dalam industry penerbangan harus diikuti dengan peningkatan kualitas dan kuantitas humanware atau Sumber Daya Manusia, terutama kecakapannya dalam menggunakan teknologi. Selain menggunakan teknologi yang benar sesuai dengan prosedur Standard Operasional Prosedur (SOP), humanware atau Sumber Daya Manusia juga harus dapat menjalankan langkah-langkah prosedur dalam menangani resiko, apabila teknologi yang digunakan mengalami permasalahan. Karena selama ini permasalahan yang dihadapi, operator pelayanan keselamatan penerbangan, dalam hal ini Air Traffic Controller, ketika bekerja dalam situasi dimana peralatan teknologi yang digunakan mengalami permasalahan, sering kali mengalami kondisi yang underperformance dengan tidak mengikuti langkah-langkah prosedur penanganan peralatan, apabila peralatan tersebut mengalami situasi yang tidak normal. Penelitian ini dilakukan dengan menerapkan pendekatan Teknometrik pada semua lini divisi dan didukung metode AHP untuk proses pembobotan kriteria penilaian SDM yang sesuai dengan job deskripsinya. Sedangkan kompetensi yang dianalisa dalam penelitian ini yaitu Pengetahuan, Perencanaan, Pengelolaan Organisasi, Pengarahan dan Pengendalian. Dari hasil penelitian ini didapatkan bahwa kompetensi pengelolaan organisasi merupakan kompetensi yang memiliki konstribusi terbesar, yaitu dengan nilai rata-rata konstribusi 0,671. Sehingga kompetensi pengelolaan organisasi adalah kompetensi yang paling penting, terutama bagaimana langkah-langkah prosedur menangani permasalahan terkait teknologi dan bagaimana melaksanakan tahapan-tahapan prosedur berkoordinasi dengan unit lain, sehingga koordinasi antar unit dapat berjalan dengan baik.

In addition to using the correct technology in accordance with Standard Operating Procedures (SOP), humanware or Human Resources must also be able to carry out procedural steps in dealing with risks, if the technology used experiences problems. Because so far the problems faced, flight safety service operators, in this case the Air Traffic Controller, when working in situations where the technological equipment used has problems, often experience underperformance conditions by not following the steps of the equipment handling procedure, if the equipment is experience an abnormal situation. This research was conducted by applying a technometric approach to all divisional lines and supported by the AHP method for the process of weighting the HR assessment criteria in accordance with the job description. Meanwhile, the competencies analyzed in this research are Knowledge, Planning, Organizational Management, Directing and Controlling. From the results of this study, it was found that organizational management competence is the competence that has the largest contribution, with an average contribution value of 0.671. So that organizational management competence is the most important competency, especially how to take steps to deal with technology-related problems and how to carry out the steps of coordinating procedures with other units, so that coordination between units can run well.
