Abstract

Sistem pengelolaan sampah yang kurang efisien dan partisipasi masyarakat yang minim menyebabkan permasalahan sampah seperti timbunan sampah pada TPS dan TPA melebihi kapasitas, serta sistem pengumpulan dan pengangkutan kurang efektif dan efisien. Timbulan sampah Kecamatan Bondowoso pada tahun 2020 mencapai 28 ton/hari. Persentase pelayanan pengangkutan sampah di Kabupaten Bondowoso sebesar 21,51% dengan jumlah penduduk yang terlayani sebesar 20,46% pada tahun 2019. Perencanaan ini bertujuan untuk: (1) mengkaji dan mengevaluasi cakupan dan persentase pelayanan TPS di Kecamatan Bondowoso saat ini, (2) mengkaji peningkatan pelayanan pada salah satu TPS yang terpilih sebagai pilot project, dan (3) menganalisis perkiraan biaya operasional pengoptimalan TPS di Kecamatan Bondowoso.
Metode penelitian dimulai dengan kegiatan mencari sumber literatur dan penelitian yang pernah dilakukan serta mengumpulkan data primer dan sekunder terkait penelitian. Data primer yang diperlukan pada perencanaan ini meliputi data timbulan sampah dengan menggunakan metode load count analysis, densitas sampah dan kondisi eksisting TPS. Sedangkan data sekunder yang diperlukan yaitu data kondisi fisik wilayah, data kependudukan, komposisi sampah, dan kebijakan pemerintah tentang pengelolaan sampah. Data-data tersebut untuk menganalisis cakupan layanan TPS, kesetimbangan massa, merencanakan fasilitas TPS serta kebutuhan tenaga kerja untuk operasional TPS. Kemudian untuk aspek finansial dilakukan dengan menghitung biaya investasi, biaya operasional dan pemeliharaan dari TPS.
Berdasarkan evaluasi, sistem pengelolaan sampah di TPS Kecamatan Bondowoso secara keseluruhan masih belum memenuhi kriteria yang tercantum pada Permen PU No. 13 Tahun 2013. Timbulan sampah rumah tangga di Kecamatan Bondowoso sebesar 0,4 kg/orang.hari, dengan densitas sampah di gerobak adalah 190,93 kg/m3 dan timbulan sampah pasar adalah sebesar 0,34 kg/m2. Komposisi sampah Kecamatan Bondowoso didominasi sampah organik yang dapat dikomposkan sebesar 60,26%, sedangkan sampah yang tidak dapat dikomposkan sebesar 39,74%. Skenario pengelolaan yang terpilih adalah skenario yang memfokuskan pada peningkatan pelayanan, rit pengangkutan sampah, dan memaksimalkan lahan TPS yang belum dimanfaatkan. Pada tahun 2030, jumlah penduduk terlayani sebesar 69.894 jiwa dengan timbulan SRT sebesar 25,86 ton/hari dan SSRT sebesar 25,93 ton/hari sehingga total volume sampah yang ditangani pada tahun 2030 adalah 271,26 m3/hari. Hasil analisis potensi reduksi pada TPS Tamansari dan TPS pasar hewan, kedua TPS tersebut dapat mereduksi sampah sebesar 11,05 m3 sampai 12,05 m3 per harinya.
Hasil optimalisasi TPS Tamansari sebagai pilot project dengan luas lahan 150 m2 dengan kapasitas pengolahan berupa komposting dan penyimpanan sampah lapak sebesar 2,1 ton/hari. Dengan lahan sekian, TPS Tamansari membutuhkan biaya investasi untuk konstruksi dan pengadaan alat sebesar Rp 395.605.978 sedangkan untuk biaya operasional dan perawatan per tahunnya adalah Rp 199.721.640.

Inefficient waste management systems and minimal community participation lead to waste problems such as landfills at TDS and landfill exceeding capacity, and collection and transportation systems being less effective and efficient. The waste generation in Bondowoso District in 2020 reached 28 tons/day. The percentage of the number of waste transportation services in Bondowoso Regency is 21.51% with a total served population of 20.46% in 2019. This plan aims to: (1) examine the current coverage and proportion of TDS services in Bondowoso District, (2) assessing service improvement at one of the TDS selected as a pilot project, and (3) analyzing the operational costs of optimizing TPS in Bondowoso District.
The research method begins with activities to find sources of literature and research that has been done and collect primary data and related secondary research. The primary data needed in this planning includes data on waste generation using the load count analysis method, solid waste density and the existing condition of the TDS. While the secondary data needed are data on the physical condition of the area, population data, waste composition, and government policies on waste management. The data is used to analyze the coverage of TDS services, the equilibrium of mass, planning TDS operational facilities and the need for manpower for TPS. Then for the financial aspect, it is done by calculating the investment costs, operational costs, and maintenance of the TPS.
Based on the evaluation, the waste management system at the TDS in Bondowoso District still does not meet the criteria stated in the Minister of Public Works Regulation No. 13 of 2013. The generation of household waste in Bondowoso District is 0,4 kg/person.day, with the density of waste in carts is 190,93 kg/m3 and the generation of market waste is 0,34 kg/m2. The waste material in Bondowoso District is dominated by organic waste which can be composted by 60,26%, while the waste that cannot be composted is 39,74%. The selected management scenario is a scenario that focuses on improving services, recycling waste transportation, and maximizing unused TDS land. In 2030, the number of served population is 69.894 people with household waste generation of 25,86 tons/day and waste like household waste of 25,93 tons/day so that the total volume of waste handled in 2030 is 271,26 m3/day. The results of the analysis of the reduction potential at Tamansari TDS, TDS optimization can reduce waste by 11,05 m3 to 12,05 m3 per day.
The results of the optimization of TPS Tamansari as a pilot project with a land area of 150 m2 with a processing capacity in the form of composting and storage of shanty waste. With that amount, TPS Tamansari requires investment costs for construction and equipment procurement of Rp 395.605.978 while the annual operational and maintenance costs are Rp 199.721.640.
