Abstract

Kabupaten Kulon Progo merupakan salah satu daerah yang mengalami perkembangan ekonomi dan investasi yang pesat. Seiring dengan perkembangan ini, terdapat pula peningkatan jumlah penduduk dan konsumerisasi masyarakat. Wates sebagai ibukota Kabupaten Kulon Progo memiliki kepadatan penduduk paling tinggi. Upaya reduksi sampah di sumber belum dilaksanakan dengan optimum, serta penanganan sampah belum mencapai target penanganan yang diharapkan. Ada empat Kelompok Swadaya Masyarakat (KSM) yang melakukan pemilahan dan pengurangan sampah meskipun belum maksimal, yaitu KSM Rejo Mulyo, KSM Melati, KSM Amrih Resik, dan KSM Giri Sehat. Tujuan penelitian ini adalah mengevaluasi kondisi TPS 3R yang dikelola oleh empat KSM dan merencanakan peningkatan pengelolaan TPS 3R terpilih dari aspek teknis dan kelembagaan.
Perencanaan yang dilakukan diawali dengan melakukan seleksi kepada keempat KSM yang mengelola TPS 3R di Kapanewon Wates. Seleksi dilakukan dengan memberikan kuesioner evaluasi kepada masing-masing perwakilan KSM. Kemudian, melakukan survei dan observasi secara langsung di KSM terpilih untuk mengetahui volume sampah yang diangkut setiap kendaraan dan jumlah orang yang dilayani masing-masing kendaraan pengumpul sampah. Langkah selanjutnya yaitu menentukan berat sampah yang masuk TPS 3R per hari dan menghitung densitas sampah di TPS 3R. Kemudian, menganalisis kesetimbangan massa, mendesain fasilitas TPS 3R serta menghitung kebutuhan tenaga kerja.
Berdasarkan hasil seleksi, KSM yang terpilih merupakan KSM Melati. Setelah observasi dilakukan, dapat diketahui sistem pengelolaan sampah eksisting di TPS 3R Melati belum memenuhi target Perpres No. 97 Tahun 2017 dimana penanganan sampah minimum sebesar 70% dengan reduksi 30%. Pada tahun 2021, TPS 3R mengumpulkan sampah dari pelanggan sebanyak 83,4% dari seluruh penduduk Kalurahan Wates dan Giripeni yang 66% diantaranya masuk ke TPS 3R. Berat sampah yang masuk di TPS 3R Melati sebesar 1159 kg/hari dengan laju timbulan rata-rata sebesar 0,32 kg/orang.hari serta densitas sampah sebesar 131,2 kg/m3. Jumlah tenaga kerja eksisting TPS 3R Melati sebanyak 8 orang. Direncanakan pada tahun 2033, TPS 3R Melati akan melayani timbulan sampah 2011 kg/hari. Penanganan sampah anorganik yang akan dilakukan adalah pemilahan enam jenis sampah, yaitu: kertas-karton-kardus, PET dan HDPE, plastik (kantong kresek), logam, gelas/kaca, dan karet/kulit. Total sampah yang dilapak sebesar 1,87 m3/hari atau 56,1 m3 / 30 hari. Sedangkan sampah organik dilakukan pengomposan dan pengemasan kompos matang. Total sampah organik yang ditangani sebesar 77 m3 / 30 hari yang menghasilkan produk kompos sebesar 19,2 m3. Total kebutuhan tenaga kerja TPS 3R Melati sebanyak 14 orang, sehingga diperlukan penambahan 6 orang tenaga kerja.

Kulon Progo Regency is one of the regions experiencing rapid economic development and investment. Along with this development, there is also an increase in population and consumerization of society. Wates as the capital of Kulon Progo Regency has the highest population density. Efforts to reduce waste at the source have not been carried out optimally, and waste management has not reached the expected handling target. There are four Non-Governmental Organizations (KSM) that do the sorting and reduction of waste although it is not optimal, namely KSM Rejo Mulyo, KSM Melati, KSM Amrih Resik, and KSM Giri Sehat. The purpose of this study was to evaluate the condition of the Material Recovery Facilities (MRF) managed by four KSMs and to plan to improve the management of the selected MRF from the technical and institutional aspects.
The planning begins with selecting the four KSMs that manage the MRFs in Wates District. Selection is done by giving evaluation questionnaires to each representative of KSM. Then, conduct surveys and direct observations at selected KSMs to determine the volume of waste transported by each vehicle and the number of people served by each waste collection vehicle. The next step is to determine the weight of the waste entering the MRF per day and calculate the density of the waste in the MRF. Then, analyze the mass balance, design the MRF’s infrastructures and calculate the labor requirement.
Based on the results of the selection, the selected KSM is KSM Melati. After the observations were made, it can be seen that the existing waste management system at MRF Melati has not met the target of Presidential Decree No. 97 of 2017 where the minimum waste management is 70% with a reduction of 30%. In 2021, TPS 3R collects waste from customers as much as 83.4% of the entire population of Wates and Giripeni Ward of which 66% goes to MRF. The weight of waste that enters the MRF Melati is 1159 kg/day with an average generation rate of 0.32 kg/person.day and a solid waste density of 131.2 kg/m3. The existing workforce of MRF Melati is 8 people. It is planned that in 2033, MRF Melati will serve the 2011 kg/day waste generation. The handling of inorganic waste that will be carried out is sorting six types of waste, namely: paper-cardboard-cardboard, PET and HDPE, plastic (crackle bags), metal, glass/glass, and rubber/leather. The total waste in the stalls is 1.87 m3/day or 56.1 m3/30 days. Meanwhile, organic waste is composted and packed with mature compost. The total organic waste that is handled is 77 m3 / 30 days which produces 19.2 m3 of compost. The total workforce requirement for TPS 3R Melati is 14 people, so an additional 6 workers are needed.
