Abstract
PT Petrokimia Gresik adalah satu dari banyak perusahaan yang sudah menjalankan proses pengadaan dengan sistem e-procurement sejak tahun 2006. Selain menggunakan e-procurement, PT. Petrokimia Gresik juga menggunakan ERP SAP dalam proses pengadaan yang dilakukan. Dengan dilaksanakannya proses pengadaan secara kombinasi (SAP & e-procurement) menimbulkan suatu permasalahan baru terkait dengan kinerja dan efisiensi pengadaan.
Penelitian ini berfokus pada “Value stream mapping” (VSM) yang menjadi salah satu instrumen dalam lean manufacturing di mana metode ini memetakan jalur material, mulai dari proses penerimaan, proses produksi, sampai distribusi kepada konsumen. Alat ini dikatakan efektif untuk meminimalisir adanya pemborosan yang terdapat pada mekanisme pelayanan pengadaan barang. Waste yang muncul dapat menyebabkan penambahan lama proses pengadaan. Selain itu, penelitian ini juga menitikberatkan pada “Service Level Agreement (SLA) yang berisikan perjanjian antara fasilitator dengan konsumennya serta melakukan dokumentasi fasilitas yang tersedia dan memberikan pemahaman mengenai standar pelayanan yang dapat didapatkan oleh pelanggannya. SLA mencakup kontrak yang tertulis secara formal maupun informal yang berlaku untuk kedua belah pihak, yakni penyedia dan pelanggannya.
Terdapat beberapa tujuan dalam penelitian ini, yakni (1) melakukan proses identifikasi terhadap waste serta aktifitas yang menyebabkan hal tersebut terjadi pada mekanisme pengadaan barang, (2) melaksanakan reparasi dalam mekanisme pengadaan barang serta meminimalisir terjadinya waste dengan menggunakan teknik “Value Streaming Mapping” dan (3) menentukan service level agreement pada proses pengadaan barang PT. Petrokimia Gresik. Peneliti menempuh beberapa langkah dalam pelaksanaan penelitian, antara lain: (1) tahap introduksi, (2) penggarapan data (desain big picture mapping, identifikasi waste assessment model, menyiapkan waste workshop), (3) validasi dan verifikasi data, (4) tahap penguraian dan (5) tahap konklusi dan masukan.
Hasil penelitian diharapkan waste dalam proses pengadaan barang di PT Petrokimia Gresik dapat diidentifikasi sehingga dapat dilakukan upaya perbaikan dan minimalisasi waste memanfaatkan teknik “VSM (Value Stream Mapping)” dan akhirnya didapatkan proses pengadaan barang yang semakin cepat serta dituangkan dalam sebuah service level agreement.

PT Petrokimia Gresik is one of companies that has implemented procurement with an e-procurement system since 2006. In addition of using e-procurement, PT. Petrokimia Gresik also uses ERP SAP in the procurement process. The implementation of the combined procurement process (SAP & e-procurement) raises a new problem related to procurement performance and efficiency and how digitalization affects company performance.
This study focuses on “Value stream mapping (VSM)” which is one of the tools in lean manufacturing where this method maps the flow of raw materials or materials and information from incoming, processes that occur, to a product to the consumer. VSM can help find waste that appears in the procurement service process. Waste that appears can cause an increase in the length of the procurement process. In addition, this research also focuses on the Service Level Agreement or SLA which formed a contract between service provider and its customers that documents what services will be provided by the provider and defines the service standards that must fulfilled by the provider. SLA contains a formal or informal contract between the provider and the end user (customer).
The objectives of this study are (1) to identify waste and activities that cause waste in the procurement process, (2) to make improvements in the length of the procurement process by minimizing the waste that occurs using the VSM method (Value Stream Mapping) and (3) determining the service level agreement at the materials purchasing department of PT. Petrokimia Gresik. The steps of this research are (1) introduction Phase, (2) data processing phase (big picture mapping design, identification of waste assessment model, preparing waste workshop), (3) data validation and verification, (4) analysis and (5) conclusion and suggestion phase.
The results of the study are expected that waste in the procurement process at PT Petrokimia Gresik can be identified so that efforts can be made to improve and minimize waste by using the VSM (Value Stream Mapping) method and finally the procurement process is getting faster and included in a service level agreement.
