Abstract
Pemerintah Indonesia maupun Timor–Leste masih menghadapi kendala dalam penanganan sampah, antara lain: masih rendahnya penanganan sampah, masih rendahnya kesadaran masyarakat terhadap perilaku hidup bersih dan sehat, serta masih terbatasnya komitmen Pemerintah Kota dalam penanganan sampah. Pertambahan penduduk dan peningkatan aktivitas manusia telah mengakibatkan bertambahnya timbulan sampah. Tujuan studi pustaka ini adalah untuk mengkaji peraturan pemerintah Indonesia dan Timor–Leste tentang pengumpulan sampah perumahan, mengidentifikasikan kondisi pengumpulan sampah perumahan serta merekomendasikan teknik pengumpulan sampah yang baik dan benar. Dalam studi ini dilakukan komparasi dari setiap aspek kebijakan/peraturan dalam pengumpulan sampah di kedua negara. Aspek teknis yang dikaji
meliputi pengurangan dan pemilihan sampah di sumber, pewadahan, dan sistem pengumpulan serta fasilitasnya.
Metode studi meliputi pengumpulan data sekunder yang diperoleh dari literatur serta dokumen, yang diawali dengan
identifikasi masalah sampai analisis dan pembahasan yang berkaitan dengan perbedaan teknik pengumpulan antara Kota Dili dan Kota Surabaya. Data yang dikumpulkan meliputi
perbandingan peraturan perundangan antara kedua kota dan
perbandingan aspek teknis yang berupa pengurangan dan pemilahan sampah di sumber, pewadahan sampah dan sistem
pengumpulan dan kondisi TPS serta fasilitas pengumpulan
sampah. Data yang terkumpul dibandingkan guna menentukan
kelemahan dan kelebihan kegiatan pengumpulan sampah di kedua kota. Hasil perbandingan digunakan untuk menentukan rekomendasi perbaikan kinerja pengumpulan sampah di kedua
kota. Hasil studi pustaka ini menunjukkan bahwa teknik
pengumpulan sampah di Timor-Leste masih belum lengkap, penegakan hukum masih sangat terbatas dibandingkan dengan
Indonesia yang lebih lengkap. Teknik pengumpulan sampah di
Kota Dili belum memiliki data laju timbulan dan komposisi sampah untuk menentukan jumlah dan kapasitas yang diperlukan seperti di Kota Surabaya. Baik di Kota Dili maupun Kota Surabaya sebagian warga sudah mulai memilah sampah di sumber. Pewadahan sampah di Kota Dili yang masih tercampur atau belum menyediakan wadah pemilahan sampah dengan prinsip
3R. Pengumpulan sampah masih dikumpulkan oleh masingmasing penghasil sampah, sedangkan Kota Surabaya dikumpulkan oleh petugas pengumpul serta kondisi TPS Kota Dili masih belum lengkap dengan fasilitas dan operasiannya Peraturan-perundangan tentang pengelolaan sampah perumahan di Kota Dili perlu dievaluasi dan disempurnakan guna mendukung kegiatan operasional yang lebih baik.

The Governments of Indonesia and Timor-Leste still face
many obstacles in handling waste, including: low waste
management, low public awareness of clean and healthy living
behavior, limited commitment of the City Government in handling
waste. Population growth and increased human activities have
resulted in increased waste generation. The aims of this literature
review were to examine the Indonesian and Timor-Leste
government regulations on residential waste collection, to identify
conditions for residential waste collection and recommend good
and to evaluate waste collection techniques. In this study, a
comparison was made of every aspect of policies/regulations in
waste collection in the two countries. The technical aspects that
were studied include the reduction and selection of waste at the
source, container, and collection system and facilities.
The study method included the collection of secondary
data obtained from literature and documents, starting with problem
identification to analysis and discussion related to the differences
in collection techniques between the City of Dili and the City of
Surabaya. The data collected included a comparison of the laws
and regulations between the two cities and a comparison of
technical aspects in the form of reducing and sorting waste at the
source, waste collection and collection systems and the conditions
of TPS and waste collection facilities. The data collected were
compared to determine the strengths and weaknesses of waste
collection activities in the two cities. The results of the comparison were used to determine recommendations for improving the
performance of waste collection in the two cities.
The results of this literature study showed that waste
collection techniques in Timor-Leste were still incomplete, law
enforcement was still very limited compared to Indonesia, which
was more complete. Waste collection techniques in the City of Dili
haved not yet had data on the rate of generation and composition
of waste to determine the amount and capacity required as in the
City of Surabaya. In the both City of Dili and City of Surabaya,
some residents have started sorting waste at the source. The solid
waste was still mixed in the container in the City of Dili. Solid waste
sorting container based on the 3R principle has not been provided
yet. Waste collection was still collected by each waste producer,
while the City of Surabaya was collected by collection officers and
the condition the City of Dili TPS was still not complete with it’s
facilities and operations. It can be recommended for Timor-Leste
to clearly adapt existing regulations and waste collection facilities
and their operations within the city.
