Abstract

Kecamatan Kebumen merupakan pusat kota Kabupaten Kebumen sehingga kegiatan pengangkutan sampah difokuskan di wilayah ini. Kegiatan pengangkutan sampah menghabiskan porsi terbesar anggaran pengelolaan sampah. Penelitian ini bertujuan untuk mengoptimasi sistem pengangkutan sampah sehingga penggunaan sarana yang ada dapat dimaksimalkan dan anggaran yang dikeluarkan dapat diturunkan.
Aspek teknis yang dianalisis dalam penelitian ini antara lain laju timbulan sampah, densitas sampah, waktu, jarak, dan kecepatan kendaraan pengangkut. Timbulan dan densitas sampah dianalisis menggunakan metode Load-count analysis dan Weight-volume analysis. Analisis waktu, jarak, dan kecepatan kendaraan dilakukan dengan melakukan pengamatan langsung terhadap kendaraan pengangkut sampah. Pengamatan ini dilakukan terhadap 3 unit kendaraan arm roll truck dan 3 unit dump truck. Aspek finansial yang dianalisis meliputi gaji sopir dan gaji tenaga muat, biaya BBM, serta biaya pemeliharaan dan perbaikan kendaraan pengangkut sampah. Pengumpulan data finansial dilakukan dengan wawancara kepada sopir dan tenaga muat truk serta pengambilan data bulanan kepada Dinas Perumahan dan Kawasan Permukiman dan Lingkungan Hidup Kabupaten Kebumen. Optimasi biaya operasional dan pemeliharaan dilakukan dengan membandingkan biaya pengangkutan antara kondisi eksisting dengan hasil optimasi.
Hasil penelitian menunjukkan bahwa kendaraan arm roll truck dan dump truck melakukan pengangkutan sampah sebanyak 1-2 rit/hari. Persentase pelayanan pengangkutan sampah di Kecamatan Kebumen sebesar 59,42%. Optimasi pengangkutan sampah dilakukan dengan memanfaatkan sisa waktu kerja kendaraan arm roll truck sehingga jumlah ritasi bertambah sebanyak 1 rit/hari. Penambahan ritasi menyebabkan penggunaan arm roll truck dapat direduksi dari 10 unit menjadi 7 unit. Penambahan ritasi juga mengakibatkan biaya BBM meningkat 20,07%. Pengurangan jumlah kendaraan yang digunakan membuat anggaran pengangkutan sampah yang harus dikeluarkan setiap harinya mengalami penurunan sebesar 5,06%.

Kebumen District is the capital of Kebumen Regency, so waste transportation activities are focused on this area. Waste transportation activities consume the most significant portion of the waste management budget. This study aims to optimize the waste transportation system so that the use of existing facilities can be optimized and the budget spent can be reduced.
The technical aspects analyzed in this study include the rate of waste generation, waste density, time, distance, and speed of transport vehicles. Waste generation and density were analyzed using load-count analysis and weight-volume analysis methods. Analysis of the waste transporting vehicle's time, distance, and speed was carried out by direct observation of the waste transporting vehicle. This observation was carried out on three arm roll truck vehicles and three dump trucks. The financial aspects analyzed include the salaries of drivers and loading staff, fuel costs, and maintenance and repair costs for waste transport vehicles. Financial data was collected by interviewing drivers and truck loaders and monthly data collection from the Department of Housing and Settlement Areas and the Environment of Kebumen Regency. Operational cost optimization is carried out by comparing transportation costs between the existing conditions and the optimization results.
The results showed that arm roll trucks and dump trucks carried out waste transportation as much as 1-2 rit/day. The percentage of waste from Kebumen District transported to the TPA is 59,42%. The optimization of waste transportation is carried out by utilizing the remaining working time of the arm roll truck vehicle so that the number of rites increases by one rit/day. The addition of rotations causes arm roll trucks to be reduced from 10 to 7 units. The addition of rotations also resulted in an increase in fuel costs by 20,07%. Reducing the number of vehicles used makes the waste transportation budget that must be issued everyday decrease by 5,06%.
