Abstract
Pengadaan barang/jasa bertujuan untuk mencapai nilai manfaat yang menguntungkan secara ekonomis baik bagi perangkat daerah maupun masyarakat. Untuk memenuhi tuntutan ini diperlukan Unit Kerja Pengadaan Barang/Jasa (UKPBJ) yang berfungsi melayani dan menangani proses pengadaan barang/jasa pemerintah. Berbagai permasalahan pengadaan barang/jasa di daerah, seperti pengadaan yang tidak efektif dan efisien, rendahnya kualitas pengadaan, dan lemahnya fungsi pengawasan berpotensi menurunkan kinerja UKPBJ.
Penelitian ini bertujuan untuk memetakan UKPBJ berdasarkan tingkat kematangannya. Pengukuran Tingkat Kematangan UKPBJ dilakukan menggunakan instrumen Kematangan UKPBJ yang dibuat oleh Lembaga Kebijakan Pengadaan Barang/ Jasa Pemerintah (LKPP). Sebanyak 8 UKPBJ yang berada di Provinsi Kepulauan Riau dijadikan Obyek Penelitian. Instrumen penelitian diberikan kepada Pimpinan dan staf UKPBJ, hasilnya kemudian dipetakan secara grafis untuk melihat tingkat kematangan UKPBJ. Saran dan rekomendasi untuk meningkatkan kinerja masing masing UKPBJ diusulkan melalui mekanisme Focus Group Discussion (FGD).
Adapun peta kondisi kematangan UKPBJ daerah di Provinsi Kepulauan Riau adalah UKPBJ dengan tingkat kematangan Baik yaitu UKPBJ Kota Batam, Provinsi Kepulauan Riau, dan Kabupaten Bintan, UKPBJ dengan tingkat kematangan Cukup yaitu UKPBJ Kabupaten Karimun dan Kepulauan Anambas, UKPBJ dengan tingkat kematangan Kurang yaitu UKPBJ Kabupaten Lingga, Kota Tanjung Pinang, dan Kabupaten Natuna. Untuk dapat meningkatkan kematangan dan performa UKPBJ daerah di Provinsi Kepulauan Riau yaitu dengan meningkatkan komitmen pimpinan, pembagian tugas, penentuan target, kolaborasi, kerjasama atau koordinasi diantara stakeholder, monitoring dan evaluasi serta melakukan transformasi dan strategi. Model tingkat kematangan ini cukup memberikan gambaran kondisi tingkat kematangan daerah namun perlu adanya pedoman yang standar, sosialisasi terkait instrumen dan pembinaan atau pendampingan. Aspek yang dapat diusulkan ke dalam model tingkat kematangan ini yaitu aspek manajemen strategi dan manajemen kontrol atau pengawasan.

Procurement of goods/services aims to achieve the value of benefits that are economically beneficial for both the regional apparatus and the community. To meet this demand, a Goods/Services Procurement Unit (UKPBJ) is needed which functions to serve and handle the government's procurement of goods/services. Various problems in the procurement of goods/services in the regions, such as ineffective and efficient procurement, low quality of procurement, and weak supervisory functions have the potential to reduce UKPBJ performance.
This study aims to map UKPBJ based on the level of maturity. Measurement of UKPBJ Maturity Level is carried out using the UKPBJ Maturity instrument made by the Government Goods/Services Procurement Policy Institute (LKPP). A total of 8 UKPBJs located in the Riau Islands Province were used as research objects. The research instrument was given to UKPBJ leaders and staff, the results were then mapped graphically to see the UKPBJ maturity level. Suggestions and recommendations to improve the performance of each UKPBJ are proposed through a Focus Group Discussion (FGD) mechanism.
The map for the maturity condition of regional UKPBJ in the Riau Islands Province is UKPBJ with a good maturity level, namely UKPBJ Batam City, Riau Islands Province, and Bintan Regency, UKPBJ with a sufficient maturity level, namely UKPBJ Karimun Regency and Anambas Islands, UKPBJ with Less maturity level, namely UKPBJ Regency Lingga, Tanjung Pinang City, and Natuna Regency. To be able to improve the maturity and performance of the regional UKPBJ in the Riau Islands Province, namely by increasing leadership commitment, division of tasks, targeting, collaboration, cooperation or coordination among stakeholders, monitoring and evaluation as well as transformation and strategy. This maturity level model is sufficient to provide an overview of the regional maturity level conditions, but there needs to be standard guidelines, socialization related to instruments and coaching or mentoring. Aspects that can be proposed into this maturity level model are aspects of strategic management and control management or supervision.
