Abstract
Rute penyeberangan Davao – Bitung yang merupakan bagian dari proyek ASEAN Connectivity dibuka setelah penandatanganan kesepakatan oleh pemerintah Indonesia dan Filipina pada tahun 2017. Akan tetapi, setelah 5 bulan rute ini tidak beroperasi kembali dikarenakan komoditas dari kedua daerah sama, yaitu kelapa dan olahannya. Padahal rute ini mampu memangkas waktu pengiriman yang biasanya lewat Singapura selama 3-5 minggu menjadi 3-7 hari saja. Untuk itu, Tugas Akhir ini bertujuan untuk mengetahui potensi muatan dari tiap negara, merencanakan rute, serta pola operasi alternatif untuk menghidupkan kembali rute ini. Selain itu, skenario yang baru dikembangkan ini akan dibandingkan dengan kondisi perdagangan Indonesia – Filipina melalui Singapura saat ini. Potensi muatan hingga tahun 2030 tiap negara diproyeksikan sebesar 89,8 juta ton dari Indonesia dan 99,8 ribu ton dari Filipina. Untuk mengakomodasi muatan tersebut, optimasi dipakai untuk menentukan rute serta jumlah kapal yang sesuai. Terdapat 2 (dua) rute yang akan dioperasikan, yaitu Jakarta – Surabaya – Makassar – Davao serta Jakarta – Surabaya- Bitung – Davao, dengan 1 (satu) kapal melayani rute pertama dan 7 (tujuh) kapal melayani rute kedua. Unit biaya yang harus dikeluarkan pada skenario baru sebesar Rp 6.778.023, sedikit lebih rendah daripada freight rate skenario lama, 480 US$ atau senilai Rp 6.911.040. Jadi skenario baru memiliki potensi kuat dalam pengoperasiannya karena memiliki nilai unit biaya yang lebih rendah serta waktu berlayar yang lebih singkat, sehingga mampu bersaing dengan skenario lama.

Davao – Bitung crossing route, which was part of ASEAN Connectivity project, opened after the agreement signed in 2017 by the Republic of Indonesia and the Republic of the Philippines governments. However, after 5 months, this route did not operate again because commodity commonality from the two regions: coconut and its processed products. This route is able to cut shipping time that usually passes through Singapore from 3-5 weeks to only 3-7 days. Thus, this Final Project aims to identify the potential commodity from these neighbouring countries, to plan routes and alternative operating patterns to revive this route. In addition, this new scenario will also be compared with the existing conditions, that is trade between Indonesia and the Philippines through Singapore. The potential cargo in 2030 is projected to be 89.8 million tons from Indonesia and 99.8 thousand tons from the Philippines. To accommodate the projected cargo, optimization is carried out so that 2 (two) routes are chosen, that is, Jakarta - Surabaya - Makassar - Davao and Jakarta - Surabaya - Bitung - Davao. The first route is served by 1 (one) ship while the second route is by 7 (seven) ships. The unit cost required by the new scenario is IDR 6,778,023, somewhat lower than the freight rate of the existing operation: USD 480 or IDR 6,911,040. Hence, the new scenario has higher potential because it gives lower unit cost and shorter voyage time. This makes it can compete with the old scenario
